HomeMy WebLinkAboutAirMinutes_2007_02_15Brookings Airport Board February 15, 2007 Brookings, SD 57006 A meeting of the Brookings Airport Board was called to order by Acting-chairperson Jeff Boulware at 3:30 PM on Thursday, February 15, 2007, in the Auxiliary Room at City Hall. Members present were Harry Thompson, James Bailey and Boulware. Robb Sexauer and Harry Forsyth were absent. Also present were Robert Fite, Lynn Riedesel, Randy Hanson, Duane Knutson, Rob McLaughlin, LaDell Swiden, Jim Jones Jr. and Jim Jones Sr. representing Big Sioux Aviation, City Engineer Jackie Lanning, and Airport Manager Patrick Dame. Item #2 – (Thompson/Bailey) Motion to approve the minutes from the January 18, 2007 meeting. All present voted aye. MOTION CARRIED. Item #3 – Lanning added an item to the agenda– Approval of the Annual Airport Board Report. (Bailey/Thompson) Motion to adopt the amended agenda. All present voted aye. MOTION CARRIED. Item #4 – The next meeting is scheduled for March 15, 2007. Item #5 – Annual Airport Board Report – Dame asked Board members to help with the goals. (Thompson/Bailey) Motion to approve the Annual Airport Board Report. All present voted aye. MOTION CARRIED. Item #6 – Old Business Airports Conference - Lanning said that she is planning to attend the Airports Conference in Yankton in March along with Sexauer, Thompson, and Boulware. If other Board members wish to attend, they need to notify Secretary Diane Spencer so room reservations can be made and registrations can be paid. Item #7 – New Business Rules and Regulations – Robert Fite, who led the subcommittee working on the Rules and Regulations, stated that City Attorney Steve Britzman suggested changing a penalty for a provision from $300 to $200 to coincide with State law. Fite said he has made that change in the final draft. Fite added that the document may need fine tuning in the future, but the committee felt they anticipated changes when preparing the document. Dame stressed to the Airport Board to not put this document on the shelf, but use it. Boulware asked if there were a provision that provides for modifying the document. Fite said no, but the monthly Airport Board agenda should include periodic reviews. Bailey said he was very pleased with the cooperative efforts of all involved. He thanked Fite, Dame, and Deputy Fire Chief Pete Bolzer adding that their work was done in a professional manner. He commended Fite on the committee’s work. Boulware asked if airport tenants could receive a copy. Dame said yes, and the Fire Department, Street Department, and the State of South Dakota should all have one. All present voted aye. MOTION CARRIED. Air Space Problem on Runway 30 – Dame stated that there is an 7460 issue on Runway 30. There is a new housing development in the area. The developer filed for air space after the homes were under construction, and four lots were issued a notice of presumed hazard. One lot already has a house constructed on it. To correct the issue, the FAA could rewrite the departure procedure off Runway 12. Lanning, Bob Babcock (Helms & Associates), and Tom Schauer (FAA) have been discussing the issue along with the best way to resolve it. Bailey asked why the City would issue a building permit knowing that the problem exists. Lanning said that it is not a City’s ordinance, so the City cannot deny a building permit. All criteria for getting a building permit regarding City of Brookings ordinances was followed. She added that it is the developer that needs to check with the state and FAA before they build in the area. Lanning added that the City can’t deny a building permit because the 7460 issue is not a City regulation. The 7460 form states that the builder is responsible to fill out the form. There is also a fine if construction takes place prior to approval. Bailey asked if this will be a detriment to the runway. Dame said that the FAA will study the issue and develop a departure procedure with a certain rate of climb that will alleviate the problem. Boulware said that all this information is on the State Aeronautics website, and available to all developers. Lanning added that this item is informational at this point, and will be kept on the agenda for updates to the Board. Boulware asked if this situation would be brought up at the Airports Conference Meeting in Yankton in March, and Dame said yes. Alpha Eta Rho Fly-In – 2007 – Dame stated that he has received a request to have a Fly-In and use a hangar for the Fly-In by the Alpha Eta Rho Fraternity on the SDSU campus. They would also like to use the taxiway lanes between the hangars for display booths, and have planes on the general aviation ramp area. Dame told them they would need to notify hangar owners of their plans. Boulware stated a concern with blocking a taxiway. Dame added that there are two exits. Alpha Eta Rho has had problems with weather in the past with their scheduled Fly-Ins. Alpha Eta Rho would like to see the general aviation population (other than students) fly the closed course. They would also like to see others from out of town attend and participate. They are also hoping to generate some revenue. Boulware asked if the Board would like a representative from Alpha Eta Rho to attend the next meeting and explain their plans. Bailey said yes, even more than one if they prefer. The item will be on the agenda for the next meeting. Item #8 – Airport Managers Report – Dame said the passenger numbers for the commercial airlines are pretty good but still not where they need to be. Marketing is still being done. Inserts were put in each City of Brookings monthly utility bill (9,200 fliers) at the end of February. He added that the City has already spent their budgeted dollars for marketing. Dame said that a notice from Great Lakes Airlines stated that the fare structure was changing as of February 12, 2007. On the website, a ticket purchased 30 days prior to departure would be $99, 21 days prior would be $129, 14 days prior would be $139, seven days prior would be $179, and inside 7 days would be $209. Dame told the Board that airport equipment is still arriving. Dame stated that a temporary position for the airport is presently posted. The position will help Maintenance and Operations Technician Jeremy Scott until a new manager can be hired. This position will help in snow removal, inspections, and weekend on-call situations. Dame said that his cell phone will be given to Scott, and Scott’s phone will be given to the new person that will be C:\Documents and Settings\bfoster\Local Settings\Temporary Internet Files\OLKBC\air-2007-02.doc 2 hired. The phones will shift back when a new airport manager is hired. City Engineer Jackie Lanning will be Acting Airport Manager in the absence of a full-time manager. Dame said the City already has received excellent applicants interested in the Airport Manager’s position. He is very impressed with the applicant pool. The opening was published on websites and at the college. Lanning added that there will be a farewell reception for Dame and his family on Tuesday, February 20 at 2:30 PM, and the Airport Board is invited to attend. Dame added that it is his hope for a smooth transition. He has done a transfer sheet with ideas on paper to pass on to the new manager. He said he would also be available by phone and email. Boulware spoke on behalf of the Airport Board for their appreciation for all the hard work Dame has done at the airport. He added that there have been many changes on the airport in the past two years, and Dame’s efforts have made those changes possible. He said that Brookings now has an airport that impresses other pilots when they use it. Item #9 – FBO Report – Jim Jones, Jr. said that they have a couple of requests, and they may even be added to next month’s agenda. Big Sioux Aviation would like to review and update the fuel agreement and enter into a formal agreement with the City of Brookings. They are a quasi-FBO at present and want to become more formal. Dame suggested this item be on April’s (not March) agenda, and let the new airport manager work with it. Jim Jones, Sr. said they would like to have it done sooner than later. Bailey said that he didn’t think it could be done in just one meeting. He said the Board would need information first and then would require time to have input. Jones said he will meet with board members before a meeting if they desire. Boulware asked if this could be done as the Rules and Regulations were done in an informal subcommittee meeting first, coming to the Board for final approval. Lanning said that this being a formal agreement between Big Sioux Aviation and the City of Brookings, the City Manager and the City Attorney would need to be involved also. Jones, Jr. said they just want to present their ideas first. Item #10 – TSA Report – There was no one present from the TSA.
