HomeMy WebLinkAbout2024_11_19 CC MinutesBROOKINGS CITY COUNCIL NOVEMBER 19, 2024 The Brookings City Council held a Study Session on Tuesday, November 19, 2024 at 6:00 PM, at the Brookings City & County Government Center Chambers, with the following City Council members present: Mayor Oepke Niemeyer, Council Members Wayne Avery, Brianna Doran, Andrew Rasmussen, Bonny Specker, Holly Tilton Byrne, and Nick Wendell. City Manager Paul Briseno, City Attorney Steve Britzman, and City Clerk Bonnie Foster were also present. Agenda. A motion was made by Council Member Tilton Byrne, seconded by Council Member Wendell, that the agenda be approved. The motion carried by the following vote: Yes: 7 - Avery, Doran, Niemeyer, Rasmussen, Specker, Tilton Byrne, and Wendell. Open Forum. Doug Smith expressed concerns regarding Brookings School District building "5th Street Gym." Presentation: Charter Commission proposed changes. David Gilbertson, Charter Commission Chair, and Derek Okubo, National Civic League Senior Fellow – Lead Facilitator, presented the Commission’s proposed Amendments to the City of Brookings Charter. Presentation: proposed Downtown Brookings Incentives. Samantha Beckman, Assistant to the City Manager, presented information on the proposed Downtown Incentives: Downtown Brookings Façade Grant, Downtown Revitalization Incentive Program (DRIP), and the Lights, Camera, Action Grant. Public Comment: Angie Boersma and Stephanie Mason, BEDC. Presentation: Edgebrook Golf Course Water Sourcing. Kristin Zimmerman, Parks, Recreation & Forestry Dept. Director, presented information on Edgebrook Golf Course Water Sourcing options. Presentation: Public Works Streets Division Winter Operations. John Thompson, Public Works Director, and Jeremy Linstad, Street Department Manager, presented information on the Winter Operations for the City of Brookings. Adjourn. A motion was made by Council Member Tilton Byrne, seconded by Council member Doran, that this meeting be adjourned at 7:58 PM. The motion carried by a unanimous vote. CITY OF BROOKINGS, SD Oepke G.
