HomeMy WebLinkAbout2024_10_29 CC MinutesBROOKINGS CITY COUNCIL OCTOBER 29, 2024 The Brookings City Council held a special meeting on Tuesday, October 29, 2024 at 6:00 PM, at the Brookings City & County Government Center, Chambers, with the following City Council members present: Mayor Oepke Niemeyer, Council Members Wayne Avery, Andrew Rasmussen, Holly Tilton Byrne, and Nick Wendell. Absent: Council Members Brianna Doran and Bonny Specker. City Manager Paul Briseno, City Attorney Steve Britzman, and City Clerk Bonnie Foster were also present. Agenda. A motion was made by Council Member Tilton Byrne, seconded by Council Member Wendell, that the agenda be approved. The motion carried by the following vote: Yes: 5 - Avery, Niemeyer Rasmussen, Tilton Byrne, and Wendell; Absent: 2 – Doran and Specker. Executive Session. A motion was made by Council Member Tilton Byrne, seconded by Council Member Wendell, to enter into Executive Session at 6:04 p.m., pursuant to SDCL 1-25-2.3, for the purpose of consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters, and SDCL 1-25-2.5, for the purpose of discussing marketing or pricing strategies by a board or commission of a business owned by the state or any of its political subdivisions, when public discussion may be harmful to the competitive position of the business. The motion carried by a unanimous vote. A motion was made by Council Member Tilton Byrne, seconded by Council Member Wendell, to exit Executive Session at 7:50 p.m. The motion carried by a unanimous vote. City Council Member Introduction of Topics for Future Discussion. A motion was made by Mayor Niemeyer, seconded by Council Member Wendell, to allocate funds to conduct an Engineering Assessment on the 5th Street Gym. The motion failed by the following vote: Yes: 2 - Niemeyer, and Rasmussen; No: 3 - Avery, Tilton Byrne, and Wendell; Absent: 2 - Doran, and Specker. Adjourn. A motion was made by Council Member Tilton Byrne, seconded by Council Member Wendell, that this meeting be adjourned at 7:50 p.m. The motion carried by a unanimous vote.
