BROOKINGS CITY COUNCIL
MAY 31, 2024
The Brookings City Council held a special meeting on Friday, May 31, 2024 at 8:30 AM,
at the Brookings City & County Government Center, Community Room, with the
following City Council members present: Deputy Mayor Nick Wendell, Council
Members Wayne Avery, Brianna Doran, Andrew Rasmussen, Bonny Specker, and Holly
Tilton Byrne. Absent: Mayor Oepke Niemeyer, City Manager Paul Briseno, and City
Attorney Steve Britzman. Assistant to the City Manager Samantha Beckman, and City
Clerk Bonnie Foster were also present.
Agenda. A motion was made by Council Member Specker, seconded by Council
Member Tilton Byrne, that the agenda be approved. The motion carried by the following
vote: Yes: 6 -Avery, Doran, Niemeyer, Rasmussen, Specker, Tilton Byrne, and
Wendell; Absent: 1 - Niemeyer.
Temporary Alcoholic Beverage Applications. A motion was made by Council
Member Avery, seconded by Council Member Tilton Byrne, that the following
Temporary Alcoholic Beverage Applications be approved: Sodexo Catering (License
Holder RB-28249 and RW-28251): SDSU TL24-0345, SDSU TL24-036, and SDSU
TL24-037. Public Comment: Sodexo Representatives Steven Finn and Brea Peterson.
The motion carried by the following vote: Yes: 6 -Avery, Doran, Rasmussen, Specker,
Tilton Byrne, and Wendell.; Absent: 1 - Niemeyer
Adiourn. A motion was made by Council Member Tilton Byrne, seconded by Council
Member Specker, that this meeting be adjourned at 8:34 a.m. The motion carried by a
unanimous vote.
