HomeMy WebLinkAbout2024_05_21 CC Minutes 418 BROOKINGS CITY COUNCIL MAY 21, 2024 The Brookings City Council held a Study Session on Tuesday, May 21, 2024 at 6:00 PM, at the Brookings City & County Government Center Community Room with the following City Council members present: Mayor Oepke Niemeyer, Council Members Wayne Avery, Brianna Doran, Andrew Rasmussen, Bonny Specker, and Nick Wendell. City Manager Paul Briseno, City Attorney Steve Britzman, and Deputy City Clerk DeShawn Scott were also present. Absent: Council Member Holly Tilton Byrne and City Clerk Bonnie Foster. Agenda. A motion was made by Council Member Specker, seconded by Council Member Doran, that the agenda be approved. The motion carried by the following vote: Yes: 6 -Avery, Doran, Niemeyer, Rasmussen, Specker, and Wendell. Open Forum. Draigh Breland expressed concerns with the crosswalk button by Wells Fargo Bank. Presentation: Fishback Soccer Complex Brookings Inclusive Play Project. Kristin Zimmerman, Parks, Recreation & Forestry Director, Victoria Schmitt Babb, Cunningham Recreation I Play 4 All, and Terri Strong, Cunningham Recreation, provided a brief overview of the importance of inclusive play and what this project will bring to the Brookings community. The playground design and unveiling of the fundraising campaign was presented. Presentation: Edgebrook Golf Course Water Sourcing. Kristin Zimmerman, Parks, Recreation & Forestry Director, provided an update on the Edgebrook Water Sourcing Project. Presentation: Economic Development Master Plan Dashboard. Jacob Meshke, Deputy City Manager, provided a demonstration of the City's Economic Development Master Plan Dashboard. The EDMPD provides a user-friendly and interactive experience to track progress and next steps on economic development initiatives, key data points and performance metrics, and overall progress of the Community Economic Development Master Plan. Executive Session. A motion was made by Council Member Doran, seconded by Council Member Wendell, to enter into Executive Session at 7:00 P.M. pursuant to SDCL 1-25-2.3, for the purpose of consulting with legal counsel o0r reviewing communications from legal counsel about proposed or pending litigation or contractual matters, and SDCL 1-25-2.5, for the purpose of discussing marketing or pricing strategies by a board or commission of a business owned by the state or any of its political subdivisions, when public discussion may be harmful to the competitive position of the business. The motion carried by a unanimous vote. A motion was made by Council Member Specker, seconded by Council Member Wendell, to exit Executive Session at 7:50 P.M. The motion carried by a unanimous vote.
