BROOKINGS CITY COUNCIL
FEBRUARY 2, 2024
The Brookings City Council held a special meeting on Friday, February 2, 2024 at 2:00
p.m., at the Brookings City & County Government Center, Chambers, with the following
City Council members present: Mayor Oepke Niemeyer, Council Member Wayne
Avery, Brianna Doran, Andrew Rasmussen, Bonny Specker, and Nick Wendell. Absent:
Council Member Holly Tilton Byrne. City Manager Paul Briseno, City Attorney Steve
Britzman, and City Clerk Bonnie Foster were also present.
Agenda. A motion was made by Council Member Wendell, seconded by Council
Member Specker, that the agenda be approved. The motion carried by the following
vote: Yes: 6 -Avery, Doran, Niemeyer, Rasmussen, Specker, Wendell; Absent: 1 -
Tilton Byrne.
Election Canvass.
Bonnie Foster, City Clerk, provided Election Canvass details for the January 30th
Special Referendum Election on Resolution 23-100, Resolution Amending the Transfer
of Real Property to Brookings Economic Development Corporation for Economic
Development Purposes.
Resolution 24-021. A motion was made by Council Member Avery, seconded by
Council Member Doran, that Resolution 24-021, a Resolution Canvassing the January
30th Special Referendum Election on Resolution 23-100, be approved. The motion
carried by the following vote: Yes: 6 -Avery, Doran, Niemeyer, Rasmussen, Specker,
and Wendell; Absent: 1 - Tilton Byrne.
RESOLUTION 24-021 - CANVASSING THE JANUARY 30-2024
SPECIAL MUNICIPAL REFERENDUM ELECTION
WHEREAS, on the 30th day of January, 2024, there was held in the City of Brookings,
South Dakota, an election for the purpose of a Referendum Election of Resolution 23-
100, a Resolution Amending the Transfer of Real Property to Brookings Economic
Development Corporation for Economic Development Purposes; and
WHEREAS, the judges and clerks of said election have returned to the City Council of
the City of Brookings the official results for the purpose of the Official Canvass; and
WHEREAS, the City Council on February 2, 2024 has canvassed the results for the
purpose of determining the official election outcome; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brookings,
South Dakota that the official vote at the Special Municipal Referendum Election held
January 30, 2024 was as follows:

Adjourn. A motion was made by Council Member Specker, seconded by Council
Member Wendell, that this meeting be adjourned at 2:18 p.m. The motion carried by a
unanimous vote.
