Brookings City Council
November 21, 2023
The Brookings City Council held a Study Session on Tuesday, November 21, 2023 at
6:00 PM, at the Brookings City & County Government Center Community Room with the
following City Council members present: Mayor Oepke Niemeyer, Council Members
Wayne Avery, Brianna Doran, Andrew Rasmussen, Bonny Specker, Holly Tilton Byrne,
and Nick Wendell. City Manager Paul Briseno and City Clerk Bonnie Foster were also
present. City Attorney Steve Britzman was absent.
Agenda. A motion was made by Council Member Tilton Byrne, seconded by Council
Member Wendell, that the agenda be approved. The motion carried by the following
vote: Yes: 7—Avery, Doran, Niemeyer, Rasmussen, Specker, Tilton Byrne, and
Wendell.
Presentation: Stormwater Master Plan Update. The City of Brookings contracted
with ISG to conduct a Stormwater Master Plan. John Thompson, Public Works
Director, and representatives from ISG presented a summary of the Plan and requested
feedback from the City Council prior to finalizing the Plan. Once the Plan has been
finalized, staff will return to the City Council for acceptance.
Discussion: 1-29 Corridor. Mike Struck, Community Development Director, led an
informational discussion on 1-29 corridor and zoning districts along the corridor. There
was Council consensus to see options pertaining to aesthetic development along the
1-29 corridor.
Adiourn. A motion was made by Council Member Tilton Byrne, seconded by Council
Member Doran, that this meeting be adjourned at 7:09 p.m. The motion carried by a
unanimous vote.
