Brookings City Council
September 19, 2023
The Brookings City Council held a Study Session on Tuesday, September 19, 2023 at
6:00 PM, at the Brookings City & County Government Center Community Room with the
following City Council members present: Mayor Oepke Niemeyer, Council Members
Wayne Avery, Brianna Doran, Andrew Rasmussen, Bonny Specker, and Holly Tilton
Byrne. Absent: Council Member Nick Wendell. City Manager Paul Briseno, City
Attorney Steve Britzman, and City Clerk Bonnie Foster were also present.
Agenda. A motion was made by Council Member Specker, seconded by Council
Member Doran, that the agenda be approved. The motion carried by the following
vote: Yes: 6 —Avery, Doran, Niemeyer, Rasmussen, Specker, and Tilton Byrne;
Absent: 1 —Wendell.
Update: 3M PFAS Mitigation Plan. 3M Plant Director, James Burkhardt, presented
an update on existing leakage, testing, and mitigation plan regarding the PFAS leakage
from the Brookings plant to the City Council.
Presentation — Solid Waste Master Plan. John Thompson, Public Works Director,
and Kate Bartelt, HDR Engineering, Inc., presented the Solid Waste Master Plan to the
City Council.
Presentation —Alcoholic Beverage Licensing. Bonnie Foster, City Clerk, provided
an overview of alcoholic beverage licensing in Brookings to the City Council and
members of the public. Public Comment: Tim Reed, Kelsey Doom, and Kevin Raab.
Council Member Introduction of Topics for Future Discussion. A motion was
made by Council Member Doran, seconded by Council Member Rasmussen, to have
discussion and possible action to reconsider the fee for the Full-Service Restaurant
Liquor License. A friendly amendment was made by Council Member Tilton Byrne, to
include a reconsideration of the On-Sale Liquor License. The motion carried by the
following vote: Yes: 6 - Niemeyer, Avery, Tilton Byrne, Specker, Doran, and
Rasmussen; Absent: 1 —Wendell.
Adjourn. A motion was made by Council Member Tilton Byrne, seconded by Council
Member Specker, that this meeting be adjourned at 7:48 p.m. The motion carried by a
unanimous vote.
