OFFICIAL MINUTES
Chairperson Greg Fargen called the meeting of the City & County Planning Commission to order on
Tuesday, November 1, 2022 at 7:00 p.m. in the Chambers Room #310 on the third floor of the City &
County Government Center. City members present were Tanner Aiken, Kyle Jamison, Gregg
Jorgenson, Jacob Mills, Lee Ann Pierce, Roger Solum, and Fargen. Absent were James Drew and
Nick Schmeichel.
County members present were Mike Bartley, Brian Gatzke, Darrel Kleinjan, Tim Paulson, Roger
Erickson, Dale Storhaug, Neal Trooien, Kyle VanderWal, and Ford. Spencar Diedrich and Randy
Jensen were absent.
Also present were Community Development Director Mike Struck, County Development Deputy
Director Richard Haugen, Brookings County Development Director Robert Hill, and Luke Muller First
District Association of Local Governments.
Item #1— Roll Call
Item #2 — (VanderWal/Trooien) Motion by the County Planning Commission to approve the agenda.
All present voted aye. MOTION CARRIED.
(Mills/Jorgenson) Motion by the City Planning Commission to approve the agenda. All present voted
aye. MOTION CARRIED.
Item 93 — (Bartley/Gatzke) Motion by the County Planning Commission to approve the October 4,
2022 Joint Jurisdiction Meeting Minutes. All present voted aye. MOTION CARRIED.
(Mills/Solum) Motion by the City Planning Commission to approve the October 4, 2022 Joint
Jurisdiction Meeting Minutes. All present voted aye. MOTION CARRIED.
Item #4a — (Aiken/Jorgenson) Motion by the City Planning Commission to adopt the 2016 Brookings
County Comprehensive Land Use Plan and Amendments thereto. All present voted aye. MOTION
CARRIED.
(VanderWal/Trooien) Motion by the County Planning Commission to adopt the 2018 City of
Brookings Comprehensive Plan and Amendments thereto. All present voted aye. MOTION
CARRIED.
The meeting was adjourned at 7:13 p.m.

Item #4a— The Joint City and County Planning Commission have been preparing an updated Joint
Jurisdiction Zoning Ordinance. Throughout the process of updating the ordinance, the City will need
to adopt the County Comprehensive Plan and Amendments and the County will need to adopt the City
Comprehensive Plan and Amendments.
The meeting was adjourned at 7:13 p.m.
