HomeMy WebLinkAbout11-9 Joint Powers BoardBrookings City/County joint Powers Board Meeting Thursday, November 9, 2023 The Joint Powers Board met in regular session on Thursday, November 9, 2023, with the following members present: Shawn Hostler, Larry Jensen, Jake Meshke and Mike Struck. Also present were Stacy Steffensen, Shawn Plowman, Steve Britzman, Jared Thomas and Josh Bauman. Deputy City Manager Jake Meshke called the meeting to order at 8:30 a.m. and a quorum was established. Motion by Hostler, seconded by Struck to approve the agenda for the November 9, 2023 Joint Powers Board Meeting. All members voted "aye." Motion carried. Motion by Struck, seconded by Hostler to approve the minutes from the August 10, 2023 Joint Powers Board Meeting. All members voted "aye." Motion carried. Meshke updated the board on the 2023 budget. He said one of the line items is over budget, but the overall budget is in good shape. Meshke said a chiller pump went bad this year and needed to be replaced. He said the cost to replace it was $18,000. Meshke said the board budgeted $100,000 for the AV project and it came in at $67,350 so they saved $32,650. He said there will be installation expenses but that it wouldn't take place until 2024. Meshke said a generator is in the budget for 2024 and they require a downpayment of $12,000. He said they anticipate ordering it this year but will need approval from both the City Council and County Commission. Meshke said the cost for a new generator is roughly $267,868. Chief Building Official Jared Thomas updated the board on the generator. Thomas said currently, the generator will run some of the items in the building but not very much. He said the decision to move forward was to design a generator with the ability to power the entire building. Thomas said generators are about 32-48 weeks out and a down payment to get it ordered is required. Jensen asked what will be down with the old generator once it has been replaced. Commission Department Director Stacy Steffensen said she will visit with County Development Director Robert Hill and see if it can be repurposed. Meshke said Fire Chief Pete Bolzer is looking for a generator for the East Fire Station. Meshke said he doesn't know for certain, but First District may be able to get a grant for something like this to help cover costs. IT Support Specialist Shawn Plowman updated the board on the AV project. Plowman said he ordered the equipment a few weeks ago. He said he's been dealing with a vendor who's been largely non-responsive. Plowman said all but two pieces of hardware is in the office. Plowman said he's been working with Thomas to see what they can do themselves and what they will have to contract out. Plowman said they will need to start planning for better equipment when the other equipment starts failing. Assistant Director of Parks, Recreation Ft Forestry Josh Bauman updated the board on the landscaping around the city/county building. Bauman said over the summer, staff revamped areas around the parking lot making it aesthetically pleasing and easier to maintain. Bauman said they were given a budget of $1,700 to do the project and came in under $600. Motion by Hostler, seconded by Meshke to adjourn. All members voted "aye." Motion carried.
