HomeMy WebLinkAboutBHPCMinutes 2023_12_14 Brookings Historic Preservation Commission December 14, 2023 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday, December 14, 2023 in the Brookings City & County Government Center. Members present: Matt Weiss, Janet Gritzner, Janet Merriman, Jon Stauff, Tom Thaden, Nathaniel Condelli, Sam Krueger and Paula Carson. Also present was Ryan Miller, City Planner. Call to Order Weiss called the meeting to order at 6:02 p.m. Approval of Agenda Thaden added an item to discuss historic inventory in the City Hall basement. Carson removed an item discussing brochures distribution. A motion was made by Thaden and seconded by Carson to approve the agenda as amended. All present voted aye. Approval of Minutes A motion was made by Stauff and seconded by Thaden to approve the November 9, 2023 minutes with changes. All present voted aye. Election of Officers A motion was made by Stauff and seconded by Merriman to nominate Matthew Weiss as Chair and Janet Merriman as Vice Chair. All present voted aye. 11.1 Review Updates 616 5th Avenue – A case report has been requested by SHPO 723 Harvey Dunn Street – A case report has been requested by SHPO 819 Harvey Dunn Street – A case report has been requested by SHPO 517 7th Street – An application was received for windows and window well replacements at 517 7th Street. SHPO has reviewed the request and has determined that there will be no negative impact on the district. 707 9th Street – An application was received for the replacement of a rear deck and addition of a wheelchair elevator. The application was reviewed by SHPO who determined that there would be no negative impact on the historic district. 312 8th Avenue – An application was received for the replacement of windows and front porch steps at 312 8th Avenue. Staff is awaiting SHPO review. 809 8th Street – An application was received for window replacements at 809 8th Street. Staff is awaiting SHPO review. Other Items & Reports. a. Special Projects Updates: i. University Residential Historic District Plaques Gritzner has addressed letters to contributing property owners and dropped them off at City Hall. Miller mentioned that they have been mailed. Gritzner mentioned that letters to landlords that have agreed to install the plaques will also get mailed. Weiss sent a thank you to awardees along with an apology about not having the ability to make speeches after receiving the awards. Weiss would appreciate giving awardees the option to make a speech in future years. b. Public Education Subcommittee Updates: i. Work Plan Review for 2023/2024 Education Events Merriman worked through quotes for proposed costs for the home show. Merriman mentioned that SHPO will be at the home show. Ben Brunick is the preferred guest speaker but may have a conflict. Merriman will follow up with Brunick but would like an approved dollar amount to offer Brunick. Merriman made a motion to approve $450 for a booth rental, $500 for a room, $1,000 for the guest speaker and $500 for incidental advertising materials (banner, etc.) and was seconded by Condelli. All present voted aye. Merriman stated that the BHPC website has a number of broken links. Miller stated that he met with Sherry Fuller Bordweyk to discuss the website. There is a plan for software programs that will assist with identifying and fixing broken links. Merriman asked if they can be fixed before the home show. ii. Facebook Efforts Merriman stated that eight posts were made in the last month with a reach of 527. The page currently has a total of 600 followers. c. City Connections Subcommittee Updates: i. Survey of Potential Resources No update. Weiss mentioned that the Downtown Master Plan steering committee held their first meeting. A public input app will go live in January. Thaden stated that he did an inventory of the City Hall historic preservation storage area. Thaden presented some suggestions for materials and has spoken with an archivist from South Dakota State University about the possibility of assistance. Miler stated that he will look into what policies are in place regarding public records and materials in the storage room. The commission spoke about the 150th anniversary of Brookings’ founding, which will occur in 2029. Next Scheduled Meeting  The next meeting will be December 14, 2023.
