HomeMy WebLinkAbout5-11 Joint Powers BoardBrookings City/County Joint Powers Board Meeting Thursday, May 1 1, 2023 The Joint Powers Board met in regular session on Thursday, May 11, 2023 with the following members present: Jacob Meshke, Mike Struck and Kelly VanderWal. Also present was Stacy Steffensen, Shawn Plowman, Don Goff, and Steve Britzman. Shawn Hostler was present via telephone. Deputy City Manager Jake Meshke called the meeting to order at 8:31 a.m. and a quorum was established. Motion by Struck, seconded by VanderWal to approve the agenda for the May 11, 2023 Joint Powers Board Meeting as presented. All members voted "aye." Motion carried. Motion by Struck, seconded by VanderWal to approve the minutes from the February 2, 2023 Joint Powers Board Meeting. All members voted "aye." Motion carried. Meshke updated the board on the 2023 budget. Meshke said 33% of the budget has been spent. Meske updated the board on the 2024 budget. Meshke said the budget increased slightly from last year to reflect inflation. He said the cleaning supplies budget increased 17% because of current expenses. Motion by VanderWal, seconded by Struck to approve the 2024 budget as presented. All members voted "aye." Motion carried. The board discussed permanent storm shelter signage. Commission Department Director Stacy Steffensen said she would like direction from the board on whether or not they want to use the temporary orange cones again or pay for permanent signage. Motion by Meshke, seconded by Struck to pay for permanent signage pending staff recommendations. All members voted "aye." Motion carried. The board discussed a generator upgrade. Community Development Director Mike Struck asked what happens when there is a power outage during the winter months. He said restoring power in the winter takes much, much longer. Chief Building Official Jared Thomas said he thinks they need to upgrade the generator first before purchasing a new chiller. Thomas said the cost to upgrade the generator is roughly $348,000. Struck and Steffensen both agreed. Steffensen suggested they go back to their respective boards and let them know they need to order it as soon as possible because they won't receive the generator for at least a year. Hostler asked if they would need to make a downpayment. City Attorney Steve Britzman said they will likely have to make a downpayment. Thomas said he will reach out to them and get some hard numbers. The board discussed the flagpoles at the city/county building. Steffensen said Maximum Promotions installed the current flagpoles and right now water gets inside the poles. She said during the winter months, the poles freeze and the mechanism inside stops working resulting in the flags not being able to be raised or lowered. Steffensen said during the summer months it works fine but during the winter months it stops working. Steffensen said they do receive complaints when the flag is supposed to be at half-staff, and they cannot physically lower it because it's frozen. Steffensen asked the board if there was any interest in fixing them. She said the cost is roughly $18,000 to replace the poles. Thomas asked how the water is getting inside the pole. Steffensen said she believes the water is coming from the top of the pole but said she would visit with Maintenance Supervisor Terry Heideman and find out for sure. Motion by VanderWal, seconded by Struck to approve the purchase of new poles for $18,000 pending cost savings from staff looking at it further. All members voted "aye." Motion carried. The board discussed the tree located next to the flagpoles at the city/county building. Meshke said in order to protect the flags, they would like the City Park Ft Rec Department to take down the tree. Motion by VanderWal, seconded by Struck to approve the City Park Et Rec Department removing the tree located next to the flag poles at the city/county building. All members voted "aye." Motion carried. The board discussed a secure storage space in the storage room off the Community Room 8t Chambers. Steffensen said the Finance Office would like to move and conduct ballot counting in the Chambers to allow for more space and better viewing for the public. Steffensen said because the scanner is hypersensitive, so once it gets to the third floor that is where it has to stay; however there is not secured storage on the third floor right now. Motion by Meshke, seconded by Struck to approve the purchase of a secure storage space in the storage room off the Community Room 8t Chambers. All members voted "aye." Motion carried. The board discussed the Farmer's Market using the west parking lot for their next event. Steffensen said they would like to use the west parking lot on July 8th because Beef Et Eggs will be located on the courthouse greens the same day of the market. Motion by Struck, seconded by VanderWal to allow the Farmer's Market to use the west parking lot on Saturday, July 8th. All members voted "aye." Motion carried. Motion by Struck, seconded by VanderWal to adjourn. All members voted "aye." Motion carried.
