HomeMy WebLinkAboutBHPCMinutes 2022_12_08 Brookings Historic Preservation Commission December 8, 2022 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday, December 8, 2022 in the Brookings City & County Government Center. Members present: Jon Stauff, Janet Merriman, Kyle Nelson, Tom Thaden, Janet Gritzner and Chair Matt Weiss. Also present were Erin Wagner, Jay Larsen and City Planner Ryan Miller. Weiss called the meeting to order at 6:09 p.m. A motion was made by Merriman and seconded by Stauff to approve the agenda. All present voted aye. A motion was made by Stauff and seconded by Merriman to approve the November 10, 2022 minutes. All present voted aye. 11.1 Review Updates. Open:  510 Main Avenue – SHPO has requested a Case Study to be reviewed by BHPC and due back to SHPO within 180 days.  719 8th Avenue – The applicant is requesting to replace existing vinyl windows. SHPO has asked for more details.  902 9th Street – Staff is waiting for more details on the proposed materials for the foundation siding.  Pioneer Park Bandshell – The City will be working on providing additional information needed for the Case Study. Jay Larsen spoke in favor of the potential expansion of the bandshell. Upcoming Events.  Mayor’s Awards – Weiss reviewed the 2022 Mayor’s Awards. Both recipients were in attendance and spoke. Overall the event went well. Weiss mentioned that he had discussions with attendees of the awards ceremony about a potential parade of homes. Weiss has also spoken with others that have an interest in participating. Merriman asked if the local homebuilders association has a tour of new homes that the BHPC could piggy back on.  Historic Trolley Rides – Weiss mentioned that the trolley rides were cancelled due to weather. Weiss asked if the Festival of Lights is the best time to host this event. Merriman suggests yes. Weiss asked if local vendors could be considered in order to avoid similar weather cancellations. Merriman suggested that Boys McCrossan provides more flexibility in numbers. Other Items & Reports. a. Special Project Updates: I. SDSU Tour Guides Brochure Weiss is seeking resolution on the issue after the project has come into question recently. Thaden stated that he has gotten official approval from the South Dakota State University Marketing and Communications Department after their consultation with the Office of the President. The approval comes with two assumptions: 1, that there is no official university mark included on the publication unless approved by University Marketing and Communications; and 2, that the item is not for retail sale unless terms are agreed to by both parties. Thaden has also gotten approval from SDSU Archives and DocuSign Envelope ID: AC1626FD-9B2D-467D-A176-35A7D04AACE9 Collections. Thaden also mentioned that the Marketing and Communications Department is interested in working together in the next few years on major anniversaries for buildings on campus. Merriman mentioned that she is not supportive of the project if funding replaces funding that would have gone to items from the preservation plan. Gritzner mentioned that walking tours have always been a high priority of the BHPC and would not object to including this in next year’s grant request. Miller mentioned that he has reached out to the State Historic Preservation Office regarding the project and they are not concerned about the project’s potential for a future grant request. SHPO was also not concerned about the project even though it is not located within an adopted district. Stauff asked what the City would want before allowing the BHPC to pursue and implement the project. Miller mentioned that the City would rely on the BHPC’s expertise to research and put together such a project. Staff would review anything before a final draft could go out for publishing. Stauff asked if the City’s editing department could help. Miller mentioned that he would have the Public Information Officer also review. Thaden mentioned that the September 2019 minutes mentioned BHPC’s approval to begin work on the project. Merriman is concerned that the final project deliverable is much larger than her recollection of the discussion from 2019. Thaden mentioned that he has been providing updates ever since, specifically mentioning January 2022. Thaden mentioned that he has had help from commission members with reviewing and editing the most recent draft. Gritzner asked if Thaden could get estimates of cost per print. Thaden mentioned he could get an estimate for various quantities. Weiss concurs with getting some cost understanding and would like to create a taskforce to assist Thaden. Thaden mentioned that he already has Carson and Gritzner helping. II. University Residential Historic District Plaques Nelson asked for a list of those interested. The committee could start installs in Mar or June. Nelson asked how many homes would need installs. Gritzner mentioned 50 – 75 homes. III. Flyers Distribution No update. IV. Work Plan Review and Taskforce Creation Weiss would like to be involved in the review and taskforce. Stauff would like to assist. b. Public Education Subcommittee Updates I. Stauff would like to set up a meeting with the Public Information Office to meet Wagner. Miller will reach out to coordinate dates. II. Facebook Efforts Merriman made a lot or promotions in December for the Trolley Rides. c. City Connections Subcommittee Updates i. Survey of Potential Resources from SDSU Geography Department Gritzner mentioned that Kim Johnson Myers wants to include something in a course but the course will not be offered in the spring. Stauff asked if this is something that volunteers could be trained to do. Next Scheduled Meeting  The next meeting will be January 12, 2023.
