Sustainability Council Meeting Minutes
Wednesday, October 12, 2022 4:00 PM City/County Government Center; Room 300
Sustainability Council Members: Bruce Pengra, Cynthia Kunkel, Louis Hesler, Albert Patin, Samuel Krueger, Anthony
Shanks, Robin Buterbaugh, Betty Beer, Emily Abele, Kiley Rath, Kyle Jamison, and SDSU Student Representative

1. Call to Order
Meeting called to order by E. Abele.
2. Approval of the Agenda

4. Open Forum
At this time, any member of the public may request time on the agenda for an item not
listed. Items are not typically scheduled for the end of the meeting; however, very brief
announcements of invitations will be allowed at this time.
-B. Beer brought to attention that Albert Patin gave a presentation to the
optimist club on clothing sustainability. The Presentation was well received by
the audience.
-Introductions for new member Kyle Jamison.
5. Snow Operations – Jeremy Linstad, Street Manager
-Safer Roads, Happier Residents. Using frost data to apply product to the roads only
when needed. Utilizing weather Porthole models to predict incoming weather which
will directly affect road conditions. Updating trucks with Force America real time ARC
Air and Road Condition Systems. Update to city website regarding snow weather
classification, emergency routes, and parking parameters. Encouraged people to
sign up for snow alerts through the city of brookings website. Sand to salt mixture put
out in the past was a 30/70 ratio Current mixture going into the winter will be a 50/50
ratio, but less total product will be put out as a result of implementing new
technologies. Looking into implementing a GIS system available for the public to
check road conditions.
-question by A. Patin, how are the new technologies affecting the amount of
chemicals being applied to the roads?
-By using data and technologies there is the potential to eliminate waste and
uncertainty by verifying road conditions.
6. City Update
-Sherry Fuller Bordewyk has started as the Public Information Officer for the City.
-20th and 22nd opening soon.
-Charging stations at the Brookings Activity Center are up and running successfully.
-This past September budget workshops for the city took place regarding operating
enterprises and capital improvement plans.
-Budget workshops and October Study Session will focus on City Council driven
budget-related discussion to include outside agencies and the Brookings
Scholarship Program.
-The first reading of the Budget Ordinance Scheduled for October 25. Second
reading of the Budget Ordinance, adoption of the Consolidated Fee Schedule, and
adoption of the 10-Year Capital Improvement Plan planned for the first City Council
meeting in November.
7. Mayor ’s Awards
-no nominees for the sustainability awards
-What should the future of the sustainability wards be? Are there ways we can make
notes of things throughout the year as a way to compile notes and eventually make
recommendations based on these notes for sustainability awards.
-looking at the five categories, how can we make known to the public how and where
projects may fit in and comply with sustainable practices.
-simplify the nomination process into categories.
-put out the call for nomination at an earlier date.
-application could be simplified as a way to encourage nominations.
-one or two awards, one for individuals, one for business/ organizations. Integrating a
three part question addressing people, profit, place.
-have people present to the BSC as a way to determine their eligibility for the award.
-City website, webform for people interested.
-include social media attention.
-set up criteria for nominees at next meeting
-move to recommend that no awards will be given this year due to no nominations
prior to the deadline.

8. Urban Food Forest Grant
-Update by R. Buterbaugh: At this time there is not enough ground work in place to
accept funding and apply for grants for the project. Moving forward with the food
forest there are plans to start by planting trees. At this time the city is set to purchase
60-70 trees. SDSU extension is on board, project food forest in Luverne is open to
share resources, looking to partner with the Brooknigs Masters Gardeners, SDSU
students and instructors, and high school sustainability club for volunteer work.
9. Growing Sustainable Communities Conference
-Early next week Albert Patin and Bruce Pengra will be attending the conference and
presenting to the BSC during next month's meeting.
13. Updates/Reports from Subcommittee
a.Marketing and Communication
Holiday ads will be up and coming. (Suggestion) Reduce damage and reduce
clothing waste tips and pointers. (convert from radio ad to paper ad.) Holiday
shopping.
b.Climate Action Plan
Great feedback from everyone. Looking for available grants and funding outside of
the city budget.
c.Waste
Clothing Waste Presentation to the Brookings optimist club.
d.Energy

-Food Forest (Already covered)
-Discussion on No Mow May
-Work with the city, finding any concerns regarding code enforcement,
willingness is there, however would recommend that council members
meet with the city regarding logistics.
-Designing / ordering signs.
-Open house discussion to inform citizens, and address general public
concerns.
-Are there opportunities for partnership within the city to look into
joining in on this project.
-Discussion on printing, and purchasing signs. (100 signs as a rough
estimate) consider using money from the advertising section of the
budget.
-Work on getting an estimate on signage cost to Jake by November
meeting.

Common Read Film will be showing at the Brookings theater at 10:00 am Saturday
October 15th. The event is free and open to the public.
