Call to Order
Erika called meeting to order at 5:30 PM. Present: Steve Berseth, John Maynes, Ashley Ragsdale (arrived late), Erika
Saunders, Doug Smith, Jay Larsen Isaac Schulte, Lindsay Borer, and City Staff Al Kruse, Greg Redenius, Stacy Claussen,
Darren Hoff, & Ronda May. Guest: Addison DeHaven w/Brookings Register. Not present: Board Members Andrea Hogie,
Park & Rec Director Dusty Rodiek, and City Mgr Paul Briseno.
Approval of Agenda
Jay Larsen motioned to approve the agenda, John Maynes seconded; motion carried.
Approval of Minutes
Doug Smith motioned to approve the minutes, John Maynes seconded; motion carried. We welcomed Lindsay Borer to the
Board and made introductions.
Staff Highlights
Darren – LIC kick off meeting w/Banner Associates on Recreation Annex Holding Barn project. Urban Initiative started Apr
20 w/$125/tree reimbursement. Move DNP to under HAC – epoxy the floor.
Greg said the grass is turning greener and ponds are filling up.
Erika asked about the Tree Initiative, how much has been used? Ronda said only about $4500 before today.
John asked about Banner Assoc & looking at Holding Barn – had prelim meeting. Current state of walls wouldn’t be load
bearing for BB hoops to hang. Not sure how we’d strengthen them but those were initial thoughts. Doug asked if checked
on bathrooms & everything? Yes in the corners of Blue Rink would be a bathroom in those spaces w/plan for 4 courts &
seeing how it all plays out.
John–Recreation staff for DNP hired? Stacy-all hired. Parks Maint? Al-still hiring. John, what are we offering? Al said $12
– $18 but SF starting is $17/hr. Doug–anything done with starting age requirement? Al-yes, 17, but pretty limited to what
they can do. John–the starting wage of $12, where is that coming from? Stacy explained HR policy City-wide that we
bumped up following Sioux Falls but they’ve bumped up more now so … Doug asked if we reimburse lifeguards for their
training? Typically, not & wasn’t advertised this year so no. We’re a little short yet for lifeguards but not as bad as a month
ago.
Doug–Prussman cleaned out Edgebrook pond? Yes.
Old Business:
A. Grant Applications Update: Darren–last Wed got confirmation that we received Wellmark Foundation Grant - $75,000
was our goal w/verbal pledge w/City & First Bank & Trust so submitted balance of dollars for Land & Water Grant. Rec
Trails Grant site visit next week w/Grant Coord Randy Kittle for project at Prairie Hills connection w/bike trail. Did
apply through AARP for cornhole boards at HC Park & converting 4 horseshoe pits there but no word yet. Applied for
$15,000 thru American Trails Grant Funding for Nat Park. They received over $3 million in grant application requests
but all regionalized. Erika–will cornhole still go through w/out AARP funding? Darren thought probably. Jay–update
on Pioneer Park Band Shell? Darren said that’s a fall grant app so will work on that this summer. Historical Society
still has to approve & we have prices to repair so until that & grant app, nothing yet.
B. Project Updates: Al–new dog park somewhat moving on but rain slowing it down. Water meter pit in & staff digging
line over to concrete. They have footings for shelter in but wet so hopefully dry out this week. Poured some concrete
in Pioneer for the trail but too wet to pour remainder. Shelden’s art work supposed to show up sometime middle of
month & Clark Drew doing locates for that. Run for Shade had almost 100 people & we’re looking at other parts of
trail to repair. Doug-Shelden art work, major project to install it? Al didn’t think so but needs concrete foundation
w/Clark Drew taking care of it. Funds from Public Arts Comm said Ashley. Two parts–huge baseball mitt that people

can sit on & other side is someone mimicking throwing baseball & that’s part lit. Darren–did have 1 yr walk through
w/Clark Drew on Shelden w/few things on list. Doug–catch basin out there? Part of the few things to be resolved.
Question on whether architect stepping up? Negotiating.
C. Playground Committee Selection: negotiating w/vendor for McClemans. Lions playground-waiting to talk w/donor
on how to move forward.
D. Golf Course Renovation Plan Update: Greg said 3 yr plan for renovations & Greg had copies at the meeting. Deciding
which cart paths to tackle this yr then 2023 & 2024. Removing some trees to widen fairways. Overall good meeting
& looking forward to doing improvements.
E. Bike Committee Update: Steve B not sure if anyone taking minutes? Ronda said as technically not an organized
committee but a sub-committee under Park & Rec Board, no official minutes have to be submitted. Eric Rasmussen
looking into things for bike trails, & Steve Paula communicating with someone for easements to get trail from Sexauer
& over. Darren–going all way up to Hwy 14 & some conversation going to N side of Hwy 14 Bypass to Community
Gardens & couple different underpath bridges where creek goes through or if something that would have to be
crossing at Medary & Hwy 14. Steve B thought could go under 14 Bypass to get to Comm Gardens but then have to
come back to get to E side of town & cross Interstate. Somewhere E of University would be bridge over Interstate to
make bike trail connect. Steve thought that Steve Paula said the gentleman is ready to sign. Erika – more grants
saught? Yes, Darren said. This might be transportation grant, Steve thought.
F. Seasonal hiring: going better. Already covered up above.
New Business:
A. 2023 Budget Presentation: Stacy – in middle of 2023 prep but haven’t touched CIP yet. By our next meeting we should
have some info. John–what parameters given to us by City Mgr? Stacy–basically nothing now until after we submit
this first round. John–do we have preliminary? Stacy–no. Doug–salary play into this? Nothing really. Erika–using
Master Plan & prioritizing it? Yes, especially CIP & making sure they’re in, etc. Erika–is it helping w/budget? Stacy,
yes, definitely. John-State employees getting 6% bump, is City doing anything? Ashley said not every State employee
is getting that 6%. John asked if get preliminary budget to send Park Board a copy.
Upcoming Programs & Events: Erika
A. Disc Golf Tourney: May 14 at Larson Park
B. Brookings Marathon: May 14
C. Hillcrest Pool Opens: May 28, weather dependent. Staffing good, equipment good until we get water in it. Hoping to
paint bottom of pool next Monday & Tuesday evenings. Bathhouse & concession floors done. Using a different
scheduling approach w/an app this year.
D. June Park & Rec Board Meeting: June 6, 5:30 pm, Rm 241
E. Juneteenth: June 19 at Hillcrest Picnic Shelters
F. Community Games: June 24 – 26: Stacy-packets available & encouraged to get word out to get more teams. Seems
like a large commitment but last yr was so much fun. We’ve touched base w/lot of businesses. Steve said only 5
teams last year? Steve asked if Addison would promote it in newspaper? Yes. Addison asked for events so Stacy
highlighted returning & some of the new. Last day to register is May 30th. Will take late registrations but don’t want
to promote it. Addison–do they need team uniforms? No, tshirts provided. Ashley said Arts Council will donate face
paint. Addison–age limit? Yes, 18. Starts 5:30 PM Fri afternoon. Need participants & volunteers. Lindsay–what does
winning team get? Traveling trophy & medals. Addison–if anyone wants to volunteer, who to email? Ronda. Steve
thought most help needed was obstacle course at Pioneer. Erika–posters? Not yet but getting some. Suggested to
put posters up at gyms.
