Present: Steve Berseth, John Maynes, Ashley Ragsdale, Erika Saunders, Andrea Hogie, Doug Smith, Isaac Schulte (arrived late) and City Staff Dusty Rodiek, Al Kruse, Greg Redenius, Stacy Claussen, Darren Hoff, & Ronda May. Guest: Addison DeHaven w/Brookings Register. Not present: Board Members Jay Larsen & Carson Cody ad City Mgr Paul Briseno. Approval of Agenda Steve Berseth motioned to approve the agenda, seconded by Andrea Hogie. Motion carried. Approval of Minutes Under Approval of Agenda - correct … asked to add (not dad) item … John Maynes motioned to approve the revised January 31, 2022 minutes (February’s meeting date), seconded by Doug Smith; motion carried. As a quorum wasn’t present in March, no official minutes were taken. Staff Highlights Darren: Mayoral Proclamation for Parks & Recreation Month in July will be read at last meeting in June and take a picture. Dusty: Staffing has been challenging. Staff continued to work on event planning on Comm Games & it will be fun! Working w/schools by Camelot playground mud pit – look at installing grass paver system in that area. Environmentally more friendly & not worry about storm run-off but difficult finding a contractor in-town who works w/grass pavers. Ice should be coming off the rink. Urban Forestry Initiative kicking off Apr 20 & funds basically doubled. Doug asked about Edgebrook memberships–we’re up over last yr & that was a record yr. City Council Retreat–Erika did fabulous job on Park & Rec Board report. Working w/Human Rights Comm for Juneteenth. Genealogical Society had $12,000 in acct specifically for maint of Centennial Cabin at Pioneer Park. The Society turned over the money & responsibility to our Dept. Old Business: Reported by Dusty Rodiek unless otherwise noted A. Grant Applications Update: Submitted Wellmark Foundation Grant for pickleball & hope to know something by mid- May. Submitted small AARP Grant for permanent bean bag area that will pay for materials. By Fri, plan on applying for another Rec Trails Grant. Towards end of April is deadline for Land & Water Grant for pickleball. Darren found another grant for trail maint today so likely put in for that one as well. B. Tree Contractor/Arborist License Review: Sent out by email so asking for feedback. Erika–surprised that its annual instead of 2-3 yr license. Al–targeting EAB. Need to have tags on trees for treatment, possibly every yr, so that’s why & need applicator license renewed yearly. Someone could sneak by if go out 3 years. John–fee? Dusty–initial fee of $50 w/$25 to renew, nominal. We’ll provide colored tags every yr. Steve–in event of major wind storm could City Council temp wave fee? Dusty–won’t apply to volunteers, only to companies specifically in tree care business. Al said usually need 1 mill dollars insurance to do tree work. John moved to approve the ordinance as prepared by the City Attny & same be submitted to Council for their adoption, seconded by Doug Smith; motion carried. C. Board Terms/Vacancy – Recommendation to Mayor: Three FT terms up–John, Erika, & Ashley w/all staying. Have opening for college rep w/2 apps. Motion to recommend Lindsay Borer to fill college rep vacancy by Steve Berseth, 2nd by Andrea Hogie; motion carried. Isaac Schulte will stay on as HS rep. D. Golf Course Irrigation Well Update: Well contractors scheduled to be here for test wells but have a little bit of breathing room on this for this year. Ponds very low but still moving forward w/the well. In short-term, a lot of stuff Page 2 going on 20th St S. Still moving forward for well testing. John–Dusty had thought about using Everist Pond but boring too expensive to bore. This won’t fit in. E. Project Updates: Dog Park–contractor out there today, putting water meter in soon, & then fencing. Waiting on shelter but things starting to happen there. Also putting water line w/new road at ‘old’ dog park Al said. Prairie Hills Trail– extend trail S of Fishback over to Prairie Hills. Might do box culvert instead of boardwalk for many reasons. This has to get re-approved but won’t change anything on wetland impact permit we have to get. Doug–will the trail hold up well? Yes, it will be concrete. Doug-are they putting sidewalks in on 20th St from Christine to Medary? Doug asked about Holding Barn–got proposal back from Banners to rehabilitate the area, concrete some flooring, HVAC imp, work on some doors. Had City Council retreat last Friday, so Dusty invited Council to look it over. Dusty explained how we’d move forward with this space as received some dollars but looking at donor dollars. John asked how much? Dusty– around $850,000 identified as City Council Priority Project. New Business: Reported by Dusty Rodiek unless otherwise noted A. Playground Select Committee: select review date–currently have RFP out for McClemans Park & donated equip going into Lions Park. Donor being part of selection comm. Proposals due back Apr 15th. Would like comm (Erika & Ashley) to get together on Apr 20th in afternoon. Dusty will set it up but he can’t be there. B. Golf Course Renovation Plan: Originally to meet last week but consultant had something come up. Meeting this wk– Doug, John, Gary, Greg, Dusty, & consultant. John asked for large copy of the map–yes, will have it Wed & probably up on the screen. John said at first glance, a lot of merit. Doug asked what are Greg’s thoughts? Greg–a lot of info on it w/some getting done, some not. Dusty said we’ll prioritize for this yr & will probably bring whole plan next mth to meeting. C. Hockey Performance Center Construction: beginning w/it as ice going out so work really getting going. Poured some footings for fire exits on N side of bldg but interior beginning. Doug–any work on outside of bldg? No, only exterior fire escape. BISA great partner to work with. D. Trail Easement Discussions: applying for another Rec Trail Grant. Have need to redo paths in Nature Park. New grant Darren found would be great for Nat Park. We have easement for the grant app in undeveloped area. Erika said larger segment, will there be enough funds to complete this one? Yes, it’s a 80/20 match w/no water feature. Want to secure easement along Six Mile Creek in Sexauer Park up to University. Landowner has verbally shown interest in the project. This would be another grant–possibly transportation grant. Erika–what’s the mileage for the trail around the City when all connected? No one sure. Bike Comm meeting later this week. E. BMU 20th St S Water Main Project–Trail & Trees: installing 20” water main from their water plant for next 2 yrs to water tower on Main. They’ll be boring under Interstate & require de-watering their construction. Chad w/BMU doesn’t think we’ll have enough capacity for all their water & to run water, so City can put more water into our ponds. As part of this whole project, watermain going on N side of sidewalk. Will be 8’ shared use path. Will go from 22nd Ave S over to Main Ave. Minuses-taking out crab trees on N side of 20th St. Al & Larry working w/BMU on replanting plan. Will lose 91 trees from 22nd to Main but approx 75 trees replanted w/variety of species & create a shade canopy. About 10’ between roadway & the pathway which is 13’ right now. All done in 2023 w/detour plans along the way. John asked if any trees on S end of Course coming out? Greg’s hoping SW corner trees. Upcoming Programs & Events: A. City Wide Cleanup next week, hoping to get done in 1 week. B. Summer Rec Registration: begins April 19 at 12:01 AM C. Arbor Day 5K: April 29 at Dakota Nature Park D. May Meeting: May 2 at 5:30 PM Page 3 E. Disc Golf Tourney: May 14 at Larson Park, shifted start time due to Marathon F. Brookings Marathon: May 14 G. Hillcrest Pool Opens: May 28, weather dependent H. Juneteenth: June 19 at Hillcrest Picnic Shelters I. 2022 Community Games: June 24 – 26 Doug asked about project in Pioneer Park? Moving trail little to the N. Doug asked about front of band shell? Have to go through Historical Society review. Doug asked about swimming pool leak? Al–sealing all the cracks, looked w/cameras & couldn’t find anything. Do have a plug to put in the valve so should know where the leak is coming from & help narrow the leak down. Dusty really thinks not having it operable for a yr brought it about. Ashley–when does everything open? Golf course open, Nat Park open but too cold for rentals right now.
