Present: Steve Berseth, Doug Smith, Erika Saunders, Ashley Ragsdale (GoTo), Jay Larsen, & John Maynes; and City Staff Dusty Rodiek, Al Kruse, Greg Redenius, Stacy Claussen, Darren Hoff, & Ronda May. Guest: Addison DeHaven w/Brookings Register. Not present: Board Members Carson Cody, Andrea Hogie, & Isaac Schulte, and City Mgr Paul Briseno. Approval of Agenda Motion to approve agenda by John Maynes, seconded by Doug Smith; motion carried. Approval of Minutes Aquatics paragraph-$221,000, not 4221,000. Motion to approve corrected minutes by Doug Smith, seconded by Jay Larsen; motion carried. Staff Highlights Dusty: Cross country ski & walking map available but not enough snow to groom trails, & few ice fishing @ DNP. Rec: winter leagues going & starting disc golf putting league tomorrow evening @ Holding Barn. LIC: busy as always this time of yr w/staff doing good job of keeping it nice & clean as dedicated more Parks staff recent years. BISA has facilities coordinator who works directly w/Bill–very good to work with so far. Outdoor ice rinks up & going w/recent cold weather. Staff taking down Christmas decos. Golf: Nick’s been working on signs, both working on equipment. Old Business: Reported by Dusty Rodiek unless otherwise noted A. Recreation Annex/Holding Barn: Update-we requested proposal from Banner’s for cost estimate. Dusty had preliminary mtg, giving general idea. Conceptual stage now to explore what budget might look like. Ideas-put concrete in opposed to dirt floor w/some type of flooring on top, whether permanent w/being able to put dirt on top of OR portable floor & find storage for it. Holding Barn could accommodate 4 jr high court spaces. . Possibly traverse wall, zip line, big open space for play. Erika–when does Banner’s plan on getting back to you? Dusty hoping this week & if doesn’t hear back by Wed, will reach out to them. Dusty had some preliminary concept discussions w/private donors to be involved in this as well. B. 2022 Playground Replacement: We have couple of volunteers to be on selection committee but will probably delay a little bit until we get some add’l info. New Business: Reported by Dusty Rodiek unless otherwise noted A. Outside Funding: Bring up-to-speed where we’re at …In Dec, received some nice donations & they wish to remain anonymous-some for equipment & staffing, and Lions Park $60,000 donation for playground equipment. We’re starting to phase out Little Tykes equipment. Dusty will visit w/donor a little more on their wishes & have them involved. At that point, will do RFP covering both sites w/2 different concepts & Dusty has some ideas on some custom stuff. Steve–instead of some parks aimed at certain age group, will they now be neighborhood parks for all age groups? Dusty-yes, that’s industry’s standard now to do this. Climbing stuff is what younger kids want so trying to tailor. Doug–these funds were for specific things? Yes. Some pickleball players & Dusty visited w/1st Bank & Trust and have verbal commitment, contingent on matching Land & Water Grant-$300,000 for 8 court complex. Still be little short so Wellmark has grant program so may partner w/ them, outside donor, and Land & Water Grant. Current LWCF Grant - Dog Park will be constructed as soon as spring breaks, would like available to public by early summer. Page 2 Still waiting on formal agreement from State for Trail Grant so Dusty can’t do too much until get agreement as can’t count towards match. Got notice we received in August, still don’t have it. Dusty had meeting w/Larson folks last week & they’re expressing an interest in some of our ideas. B. Pioneer Band Shell Repairs: brick on front is beyond saving in some places, some missing, etc. Deadwood offers Historical Grant. Band shell is a individually listed historical site but will require 11.1 Review process. Front will have to be replaced as being destroyed from inside–out from water infiltration. Dusty hoping to get started on 11.1 Review & get app in by Oct deadline. Steve–think we’ll go through Historical Preservation guidelines? Yes, that’s what the 11.1 Review requires. Erika–will they have oversight during project? Yes. Erika–price tag? Dusty–high potential nothing will get done in 2022 due to process & budget necessary so hopefully know amount & put into 2023 budget. Al–we should have a number in about a month or so but Dusty said could change drastically based on Historic Preservation requirements. Ashley–grant looking for community partners such as Arts Council? Dusty doesn’t think it’d hurt but hasn’t looked at application much. Ashley (Arts Council) would like to partner & asked Dusty to keep her posted. Jay–will this be on Brookings Historic Preservation agenda? Yes. Doug –just the front wall? Al-some on the steps & into where they perform as moisture getting behind wall. C. Snow Management Policy–Trails/Sidewalks: (Ronda brought up document.) Dusty-something we don’t have & we’ve started doing more snow removal to provide walking paths in the winter but always request to keep all trails open. Dusty went through document, specifically Priority Areas. John–in front of Cubbies, are we responsible for removing the snow? Al–not right in front of storefronts, we don’t remove in front of storefronts, just street as we scrape it out for Streets. We do 72 hr parking, Napa parking lot–areas City owned. John–do we do library? Yes. If staff/Board gets requests, we’ll bring to Brd for discussion. Dusty-would be something to have & if everyone comfortable, he’d like action. John asked about school routes which are part of Joint-Use Agreement. Jay–where does this all lead to, City Council or just internal policy? Dusty–internal, helps us document. Motion to approve by Steve Berseth. John–remove snow in front of PD & FD? Al-yes, even trails on S Main in front of businesses, 6th St along one side, etc takes some time. Dusty-our City GPS guy doing map & bring back here. Al thought 13-15 miles. Jay–liability concerns, especially goal of 48 hrs removal, what happens if keeps snowing? Dusty-can delay, our call. Motion seconded by Doug Smith; motion carried. D. Hillcrest Horseshoe Court Area: Currently have 12 courts utilized for 1-2 events/year but Dusty thinks could be accomplished on 8 courts. Take 4 closest to 17th, convert to bean bag. Everyone can play, not everyone can do horseshoes. Take out fence as hassle for snow removal/maintenance. Company in Volga does concrete bean bag courts & could have businesses sponsor them. John–have we talked to the horseshoe participants yet? No, Dusty wanted to bring here first but definitely will visit w/them before do anything drastic. Any thoughts? Doug thinks reasonable. John–have we explored other places? Dusty–no, but will if looks to be challenge here w/horseshoes. Hillcrest is highly visible park w/highly visible location of the park. Steve–horseshoe group should have some lengthy reports of participation, & has read participation going down so might not be a concern. John concerned about alienating senior citizens. Al-maybe way to put bean bags in there, not remove fence so when not playing, could use for bean bags. Steve–is there a local horseshoe league? Al–no, not really, a few older gentlemen. Erika thinks good feature to explore introducing to the parks, very popular, welcomed, & used. Dusty– could also expand to other areas. Jay–only 4 courts so only recreational play? Dusty will visit w/horseshoe folks & report back. E. Clubhouse Management–Request to Extend Agreement: Dusty visited w/Gary Moen as Gary made request to extend agreement which takes us through 2022, set to renew in 2023. John–what does Gary do & his compensation? Dusty- provides staff for Clubhouse, coordinates leagues, rent out carts, etc. Current contract $60,000 & has threshold to Page 3 reach. If does, gets 25% bonus over & above threshold. New agreement would raise base rate & threshold. Doug–he hires all the help out of his base rate? Dusty–yes, Clubhouse staff but maintenance staff out of Greg’s budget. Gary also gets driving range revenue so threshold based on green fees, cart rentals, & memberships. Dusty’s been happy w/his performance. Steve –a lot of satisfaction w/Gary? Doug–yes. Will do formal extension in December. Doug– was Gary okay w/changes? Dusty-yes, he suggested some himself. He’s looking at doing this a few more years & then retire. Doug–Norby plan? Doug said quite a few golfers have talked to him & they’d like some input. John-$30,000-35,000 in cart path budget, any opinion how far that will go? Greg–no. Doug– property house, destroying it? Greg said probably. Dusty said we had couple bites this summer but … John–any staff need place to live? How about leasing & have revenue go to Course? Greg doesn’t think that’s the way City wants to go. Al thought we remodeled it 20-30 yrs ago & not sure how habitable it is anymore. Upcoming Programs & Events: A.
