Brookings Historic Preservation Commission
September 8, 2022 Minutes
A meeting of the Brookings Historic Preservation Commission was held on Thursday, September 8, 2022
in the Brookings City & County Government Center. Members present: Janet Gritzner, Paula Carson,
Samuel Krueger, Tom Thaden and Chair Matt Weiss. Also present was City Planner Ryan Miller.
Weiss called the meeting to order at 6:10 p.m.
Miller asked to add an item to upcoming events. A motion was made by Gritzner and seconded by Carson
to approve the agenda as amended. All present voted aye.
A motion was made by Carson and seconded by Gritzner to approve the August 11, 2022 minutes. All
present voted aye.
11.1 Review Updates.
902 9th Street – The applicant has decided to no longer proceed with the proposed siding,
window and door replacements, however, they would still like to replace the bottom panel of
siding along the foundation to a non-wood material in order to prevent water penetration.
419 Main Avenue – An application to renovate the façade at 419 Main Avenue has been
approved.
Staff from SHPO will be attending the October meeting to discuss the 11.1 Review process.
Upcoming Events.
Mayor’s Awards – A task force has been active in preparing nominations. Five potential
nominations were discussed.
A motion was made by Gritzner and seconded by Thaden to nominate 804 6th Avenue, also
known as the Caldwell House, for the excellence in restoration award. All present voted aye.
A motion was made by Carson and seconded by Gritzner to provisionally nominate 703 7th
Avenue for a stewardship award contingent on verification of a completed 11.1 review. All
present voted aye.
A motion was made by Carson and seconded by Krueger to nominate 803 8th Street for a
stewardship award. All present voted aye.
A motion was made by Carson and seconded by Thaden to submit nominations as presented. All
present voted aye.
Weiss asked staff to look into the process for notifying nominees.
NAPC Webinar – Miller mentioned that a free webinar “Hidden Tool for the Decision-Making
Process: The Staff & Commissioner Support System” will be offered on Thursday, October 13 at
12:00 PM

Other Items & Reports.
a. Pioneer Park Bandshell – Miller mentioned that the Parks Department will proceed with a 11.1
review request for a potential expansion of the Pioneer Park Bandshell stage. Parks Director
Dusty Rodiek is proposing an eight-foot expansion of the stage.
b. Sign Ordinance Amendments and Environs Review – Miller mentioned that the proposed sign
ordinance amendments were presented to the Planning Commission on September 6 and were
tabled for further exploration of the ordinance’s impact.
c. Historic District Signs – Miller mentioned that the Street Department was able to locate
additional stock of Central Residential Historic District signs and has begun replacing them.
d. Distribution of Homeowners’ Packets – No update.
e. Historic Trolley Rides – McCrossan Boys Ranch has been used previously but have been
unavailable for two years due to COVID. Weiss would like to consider bringing them back. Miller
noted that the budget did not include this for the current year. Carson confirmed that the date
for the Festival of Lights is December 2. Weiss will contact McCrossan & Boys to determine
availability. A budget modification request may need to be approved by SHPO to move funds for
the trolley rides.
f. Special Project Updates:
I. University Residential Historic District Plaques
Weiss mentioned that Nelson has been working with a few residents on installations.
Carson mentioned that a few other residents are interested but unsure if they need
assistance or are self-installing.
II. Flyers Distribution
Carson has two-hundred flyers for each district to deliver. Gritzner restocked the Arts
Center.
III. SDSU Historic Flyers Brochure Revisions
Thaden is done with research and now in the editing process. The SDSU Foundation
would be willing to support financially but in-kind. The SDSU History Department is
supportive. Thaden is getting quotes from printers. Miller mentioned that the Briggs
Library has inquired about digitizing the current SDSU Historic Flyer.
iv. Bob Pengra Models Display
The models are now on display in City Hall. Corresponding maps need to be rearranged
vertically. The church model was returned to First United Methodist Church.
v. Chuck Cecil Binders Review
Thaden mentioned that the binder is now available for review and will return to City Hall
when finished reviewing.
g. Public Education Subcommittee Updates
i. Facebook Efforts
No Update.

ii. Intern Job Posting
Miller mentioned that there were no applicants for the internship. Weiss would like to
repost with a deadline extended to October 12.
h. City Connections Subcommittee Updates
i. Survey of Potential Resources from SDSU Geography Department
No update.
i. Work Plan Taskforce
No update.
Thaden introduced an idea for working with SDSU on creating a campus historic district. Thaden
mentioned that the Vermillion Historic Preservation Commission is working with the University of South
Dakota to establish that campus as a district. Thaden would like to test the waters with SDSU to see if
they have interest in doing the same.
Next Scheduled Meeting
The next meeting will be October 13, 2022.
Motion by Thaden, second by Carson to adjourn at 7:54 p.m.
