HomeMy WebLinkAboutPCMinutes_2022_09_06Planning Commission Brookings, South Dakota September 6, 2022 OFFICIAL MINUTES Chairperson Greg Fargen called the meeting of the City Planning Commission to order on Tuesday, September 6, 2022, at 5:30 PM in the Council Chambers Room #310 on the third floor of the City & County Government Center. Members present were Tanner Aiken, James Drew, Gregg Jorgenson, Jacob Mills, Lee Ann Pierce, Roger Solum, and Fargen. Absent was Nick Schmeichel. Also present were City Planner Ryan Miller, Community Development Director Mike Struck, Dave Getting — 3M via telephone, Paul Sahr-Mills Construction, Kyle Rausch — Dakota Land Design, Jennifer Clites — Daktronics and Jeremy Johnson — Daktronics. Item #1— Roll Call Item #2 - (Solum/Jorgenson) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #3a — (Mills/Aiken) Motion to approve the August 2, 2022 minutes. All present voted aye. MOTION CARRIED. Item #4 — Convene as Board of Adiustment. Item #4a — Millborn Seeds made a request for a variance on Lot 1 A in Block 11 of Freeland Addition, also known as 2132 32"d Avenue. The request is for a fourth access drive; no more than three access drives shall be allowed. (Pierce/Solum) Motion to approve the variance request to allow a fourth access drive. All present voted aye. MOTION CARRIED. Item #4b — 3M made a request for a variance at 601 22"d Avenue South. The request is for a 57-foot driveway width. The maximum allowed width for a driveway shall be 40 feet. (Solum/Aiken) Motion to approve the variance request to allow a 57-foot driveway with the staff recommendation that the southern access drive shall revert to an exit only for truck traffic only. All present voted aye. MOTION CARRIED. Item #4c — Dakota Land Design made a request for a Special Use Exception on Lot 2 of Flycat Addition. The request is for a contractor's shop and storage yard. (Solum/Jorgenson) Motion to approve the Special Use Exception request to allow for a contractor's shop and storage yard with the staff recommendations 1.) uses shall screen all outdoor storage from adjacent properties 2.) service vehicles shall be localized in an area on the lot which will minimize the impact upon adjacent uses 3.) any lighting of the storage yard shall not cause a glare onto residential properties. All present voted aye. MOTION CARRIED. Item #5 — Reconvene as Planning Commission Item #6a - The City of Brookings submitted amendments to Chapter 94, Article VI, Division 5 related to standards for electronic message display signs. (Mills/Aiken) Motion to approve amendments to Chapter 94, Article VI, Division 5. (Pierce/Solum) Motion to table to the October meeting. All present voted aye. MOTION CARRIED. Item #6b — Discussion on Off -Street Parking Requirements. Also present were City Planner Ryan Miller, Community Development Director Mike Struck, Dave Getting — 3M via telephone, Paul Sahr-Mills Construction, Kyle Rausch — Dakota Land Design, Jennifer Clites — Daktronics and Jeremy Johnson — Daktronics. Item #4a — Three access drives are allowed by ordinance. A recent renovation expansion has resulted in the need for new driveway access for truck traffic. The fourth access drive, which has already been installed is located at the south end of the site. Sahr explained that the main reason for the need for this additional driveway is for traffic safety. The amount of truck and vehicle traffic coming into one of the north accesses is significant and this new access will relieve some of that traffic load. Additionally, the additional drive would lead to a loading dock for trucks. Jorgenson asked what the total frontage is for this property. Miller explained that it is nearly 800 feet and only three access drives are allowed with frontage of 500 or more. Mills asked how this access was installed without approval? How did this not get caught during the building permit application process. Sahr explained that a Construction Change Order was submitted between Mills and Millborn Seeds but they didn't submit this change to the City. City staff observed and found the additional drive. Item #4b — 3M is requesting an access drive width variance onto their site. This access point is near the south end of their site, which is across the street from the Mall. They are making changes to their north entrance which is at the Orchard Drive intersection. This new drive will be for entering and exiting traffic during the construction phase. However, once the reconstruction of the north entrance is complete, staff recommends that the north entrance revert back to "staff enter and exit" and "truck traffic enter", but all truck traffic will exit at the south drive. Item #4c — This request is to allow a contractors' shop and storage yard at 1808 US Highway 14. There is split zoning on this property. There was a similar request on the property to the east that was approved in 2021. Rausch explained that they do have some equipment that they will store out here. They are content with the staff recommendations for screening/fencing. Pierce asked if they will be doing any landscaping or tree plantings. Rausch stated that they are not planning to at this time. Jorgenson asked if they will be installing all of the fence right away since the site plans states "future fencing." Rausch figures they will be installing about 90% of the fencing right away. Pierce asked if there are landscaping standards that should apply. Miller stated that there are not landscaping requirements but screening requirements in the Joint Jurisdiction Area. Rausch said he would be in favor of some landscaping but this site is limited for options. Item #6a — These amendments are focused on electronic message display signs, primarily the impact on residential and historic districts. Currently, EMD's are only prohibited in the Commercial Historic District. Staff is proposing to add a limitation on the size of EMD signs within 200 feet of a residential or historic district, no signs would be allowed within a historic district, signs within the buffer would be limited to size, signs within the buffer would be limited to height, design and landscape requirements would apply, and the brightness level will be regulated. Drew asked if Daktronics staff was part of a conversation regarding these changes. Miller stated "yes" they have spoken with Daktronics a couple of times to write these amendments. Jeremy Johnson from Daktronics worked with City staff to create some of these amendments. He is concerned with the amendment for the "Eight Second Period" he feels that this is a very harsh amendment. Animated imagery would not be successful with this amendment. However, billboard signs do typically hold their image for 6 to 8 seconds. Fargen asked if there was something better. Johnson feels that the current code for Brookings actually works well. Drew asked Johnson if the brightness standards being recommended are good. Johnson stated that they are very good and are standard in a lot of communities. Aiken asked what the spirit of these amendments is. Miller explained that they want to be able to regulate the effect that EMD's have on residential and historic districts. Item #6b— Staff researched a few South Dakota communities as well as peer university communities to provide a comparison of current off-street parking requirements. Aiken likes the idea of "maximum allowed parking". He also likes the idea of redevelopment of the small lots. Drew asked if the car count study was complete yet. Struck explained that a recent car count has not been done, at least not within the last couple of years. Drew feels that they have more than adequate parking for some developments but there are other developments that probably aren't this way.
