BROOKINGS TRAFFIC SAFETY COMMITTEE

The Brookings Traffic Safety Committee held its monthly meeting on Thursday, June 16,
2022 at 12:10pm in the City & County Government Center, Room 300.
Members Present: Lewayne Erickson, Justin Bucher, Tim Andersen, Joe Fishbaugher,
Steve Lampken, Josh McClain, Jake McGlade, Charles Schnabel, Charlie Richter, and
Jeremy Linstad.
Members Absent: Brian Lueders, Don Norton, Gary Gramm, Kristina Lankow, Tim
Heaton, Kacie Richard, Paul Briseno, and Jacob Meshke.
Others Present: Jim Nachtigal
Call to Order: L. Erickson called the meeting to order.
Approval of Minutes: Schnabel / McGlade made a motion to approve the minutes from
the March meeting. All present voted aye. Motion passed.
Additions to Agenda:
Discussion on visibility on W. 20th Street between Rapid Valley and Briton: Lampken
stated a complaint was made when a utilities truck was making a left turn onto Briton and a
truck crested the hill and almost t-boned him. This intersection has very poor visibility
coming from the west. Richter stated this committee has discussed this problem and
agreed to have signage installed. Linstad said signage has not been installed.
Discussion on temporarily removing parking on 7th Avenue South between 5th Street South
and 12th Street South during construction on Main Avenue: Richter stated a complaint was
brought forward by the police department. Fishbaugher stated with the increased traffic on
this road due to construction, and with parking on the west side of the street, the road is
very narrow. There is ample parking for the tenants in the parking lot on the west side of
the apartments. McGlade commented Medary School has Safety Town and GAP
programs, and with the number of kids in this area, the number of vehicles parked on the
street, and the increased traffic, this is a safety concern. Richter is concerned about an
increase of speed by removing parking. Fishbaugher stated the police department will
increase enforcement in this area and Richter will put out a public announcement.

Discussion of a mid-block crosswalk on 5th Avenue between 5th Street and 6th Street:

Richter received a complaint about people jaywalking mid-block and is concerned that a
pedestrian will get hit. The request if for a mid-block crosswalk. Richter would be inclined
not to put in a mid-block crosswalk. No pedestrian count has been done during the peak
hour and doesn’t think it would be substantial. Lampken stated we can enforce jaywalking
but would have to be consistent with the whole city which includes Main Street. Schnabel
suggested talking to First Bank & Trust about their employees crossing the street.
Lampken will communicate with the bank about their employees crossing the street.
Discussion on possible ordinance of prohibiting Jake Brake usage: Richter stated at the
intersection of Highway 14 Bypass and 22nd Avenue, residents have been hearing a
concern-able amount of Jake braking. Richter checked with the city attorney about
enforcing this on the bypass being this is a state highway and the City can enforce. Richter
asked if the committee would want to prohibit Jake braking in the city, and is it appropriate
with the speed of the trucks? Jim Nachtigal a resident in this area would like to see an
ordinance prohibiting Jake Braking. Richter will contact the city attorney and draft an
ordinance. Fishbaugher/Schnabel made a recommendation to the council to
implement Jake brake prohibited within the city and install signage coming into the
city.
Request for a 4-way stop sign and/or pedestrian crossing with lights at the intersection of
17th Avenue South and 20th Street South: Richter received a request from a concerned
citizen stating there is no crosswalk between 17th Ave. So. and 20th St. So. This
intersection doesn’t warrant a 4-way stop. Richter stated a crosswalk could be installed,
but doesn’t feel it’s safe going across a 3-lane road, unless there is some kind of
pedestrian protection. Erickson stated traffic patterns will change once the project on 22nd
Avenue and 20th street is complete. Lampken stated this intersection doesn’t meet the
criteria based on traffic volume. How many cars on 17th have to wait to make a turn onto
20th Street? That answer would be the determination for a stop sign or a control light. If the
issue is about pedestrian safety, then it’s probably better to have a controlled pedestrian
crossing with lights than to paint a crosswalk. Richter would like to revisit this at a later
date.
