HomeMy WebLinkAboutTSC 2-10-22Minutes1 BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, 520 3rd Street Room 241 (2nd floor) Thursday, February 10, 2022 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, February 10, 2022 at 12:10pm in the City & County Government Center, Room 241. Members Present: Lewayne Erickson, Jake McGlade, Charles Schnabel, Brian Lueders, Don Norton, Jacob Meshke, Charlie Richter, and Jeremy Linstad. Members Absent: Justin Bucher, Dave Erickson, Kacie Richard, Gary Gramm, and Tim Heaton. Others Present: Joe Fishbaugher, Aaron Karl (Community Development), Mike Brandt (3M), Dave Getting(3M), Jeffrey Hilden(3M), Ron Evans(3M), and Mike Maki(3M) Call to Order: L. Erickson called the meeting to order. Approval of Minutes: D. Norton / J. McGlade made a motion to approve the amended minutes from the December meeting. All present voted aye. Motion passed. Additions to Agenda: Old Business: New Business: Discussion on parking on Fox Run: C. Richter received a message from a concerned citizen that when vehicles are parking on both side of the street, the road gets narrow, and they are requesting to remove parking on one side of the street. B. Luders asked what side of the street are the mailboxes located? A. Karl stated the mailboxes are on the east side of the street. There are single homes on the west side of the street and twinhomes are on the east. C. Richter will send out notices to the residents and would like the committee to look at this area before our next meeting. J. MCGlade would suggest removing the parking from the east side of the street. Discussion on traffic patterns on the future 3M expansion: Brent with 3M explained that currently there is an employee access at 22nd Avenue and Orchard Avenue and another access south of Orchard. With this project they would maintain the access at Orchard however it will revise it from a 1-way in only to a 2-way so employees could enter and exit at this location and this will require revisions to the current 2 traffic control signals at Orchard. Currently there is no signal that faces the west leg of the intersection. Part of the improvement project 3M and TKDA are proposing are including this traffic signal in the reconstruction of the 22nd Avenue project. C.Richter asked if the control box can be expanded. Brent said they are waiting on the City for final conformation. A new access point, across from 12th Street South and 22nd Avenue South is also being planned. This access point would be for trucks entering and exiting only. This driveway is expected to be used by 40 vehicles, likely all trucks, each day. There is currently no signal at this intersection, nor any marked pedestrian crossing for the major street. There was a study conducted to determine if this intersection would warrant a traffic signal. Right now there is not enough traffic volume to meet warrants at this time. C. Schnabel stated it is hard to enter 22nd Avenue South, going northbound, onto 12th Street South during school hours and would be concerned with trucks trying to get out of 3M going south. C. Richter and B. Lueders are also concerned. J. McClain suggested putting up a temporary/permanent 4 way stop sign on 12th Street South and 22nd Avenue. C. Richter mentioned about doing a 3rd party analysis and will share with the committee for the next meeting. Member Reports: The next meeting is scheduled for March 10, 2022. Meeting adjourned.
