April 14, 2022 Minutes
A meeting of the Brookings Historic Preservation Commission was held on Thursday, April 14, 2022 in the
Brookings City & County Government Center. Members present: Janet Merriman, Janet Gritzner, Paula
Carson, Tom Thaden, Samuel Krueger. Also present were Mike Struck, Community Development Director
and City Planner Ryan Miller.
Gritzner called the meeting to order at 6:08 p.m. A motion was made by Merriman and seconded by
Carson to approve the agenda. All present voted aye.
A motion was made by Merriman and seconded by Thaden to approve the March 10, 2022 minutes. All
present voted aye.
Introduction of New Member —Samuel Krueger
11.1 Review Updates.
• None.
Upcoming Events.
• The South Dakota History Conference is April 22 — 23 in Pierre.
• The 2022 National Association of Preservation Commissions (NAPC) Forum conference will be
held July 13 —17 in Cincinnati.
Other Items & Reports.
a. CLG Conference Recap
Gritzner, Carson, Weiss and Miller all attended the 2022 CLG Conference in Rapid City. Gritzner
and Carson provided feedback on the conference. Gritzner brought back with her a brochure on
South Dakota architecture. Merriman mentioned the brochure is also available electronically.
Miller reminded those who attended the conference to submit receipts for all expenses.
Annual Report / Council Retreat Recap
Merriman provided a recap of the annual City Council Retreat where she presented the BHPC
Annual Report. Merriman mentioned that there were no questions or discussion had.
c. CLG Report —May 315C
Miller mentioned that the final report for the 2021— 22 CLG grant will be due May 31. This final
report will include all expenses, in -kind match hours, and reports on projects finished during the
2021— 2022 grant year.
d. Preservation Month — May
The Bob Pengra models will be in display in the Brookings Library during the month of May.
Thaden will print the Sanborn map. Gritzner will write a story about the displays and Bob Pengra
to publish in the paper. The models will be set up in the Library on Saturday April 30. Gritzner
mentioned that the display will then be on display in City Hall after the Library display.
Miller asked if the BHPC is interested in making a Mayor's proclamation at the first City Council
meeting in May. Thad mentioned that a proclamation has typically been published in the paper
rather than being made a council meeting.
e. Historic District Signs
Miller mentioned that staff from the Streets department has observed that many of the historic
district signs are faded. Thaden mentioned that Vermillion may have received grant funding
recently for historic signage. Miller will look into the number of signs located in the historic
districts and an estimate for replacement.
Gritzner left the meeting resulting in a lack of quorum. The remainder of the agenda included discussion
items only.

III. University Residential Brochure Revisions
Thaden provided a recap on the progress.
IV. Library Display of Bob Pengra Models
Discussed previously on the agenda.
g. Public Education Subcommittee Updates
I. Facebook Efforts
A post was made sharing information on the DEDIF program.
Ad Campaign in Register / Shopper
Miller will work out the final remaining budget available for placing ads in either the
Shopper of the Register placing a priority on getting an ad in the Shopper.
City Connections Subcommittee Updates
I. Survey of Potential Resources from SDSU Geography Department
No update.
II. Review of 2004 Downtown Brookings Guidance Document
No update.
III. DEDIF Letter to Property Owners
No update.

• The next meeting will be May 12, 2022.
