1. The meeting was called to order at 12:04 p.m.
2. Approval of Agenda

3. Approval of minutes

4. Budget
-Nancy: Balance currently is $3000.00.
5. Officer Updates:
a.Chair
●Matt: Filled out year in-review document to present to City Council on March 31,
2022. Pending review.
●Matt: From March 30-April 1, will be at a conference for the Historic Preservation
Committee. Jon will present in his stead. Mark may also attend to assist if he has
BATA access. Brianna will send last year's powerpoint to Matt, Jon, and Mark for
a framework for this year's presentation.
●Matt: Sent comments via e-mail to inform the Larson Ice Center expansion from
last month's meeting.
●Matt: Sent comments via e-mail regarding Developmental Disability Awareness
Month proclamation.

A motion to approve Michelle Johnson was made by Mark,seconded by Brianna. The

6. Events/Public Promotions:
a.Ski for Light/Sons of Norway
i.Mark: Event has already passed.
ii.Aysia: Carol sent Linda Vaa's contact information for next year.
b.March Proclamation Draft
i.Nancy: Scheduled for March 8 presentation. Could also occur on March
22.
ii.Mark: Can attend.
iii.Brianna: Can attend. Will also reach out to Matt Simet at Advance to see if
any developmentally-disabled community members would like to and are
able to attend in a COVID-safe manner.
iv.Matt: Wondering if virtual attendance is possible.
v.Brianna: Recalls that virtual participation is only an option for city council
members.
vi.Mark: Does not want to push for in-person attendance, and virtual
attendance might be feasible. Some community members are committed
to non-COVID-safe behavior at in-person city council meetings, which puts
disabled community members at-risk.
vii.Brianna: Will text Matt and try to get a response about community
participation by Wednesday, March 1.
viii.Nancy: Need the proclamation finalized with at least one week's notice,
however attendees can be finalized after that.
ix.Mark: Proposed to move the proclamation presentation time to the March
22 city council meeting.
x.Nancy: Needs to revise proclamation.
xi.Matt: Suggested "complex" versus "severe" in the first paragraph.
xii.Mark: Noted that developmental disabilities are not limited to the
"developmental years" (i.e. childhood and adolescence).
xiii.Aysia: Agreed with Mark and suggested mentioning that developmental
disabilities "occur across the lifespan" in a person.
xiv.Matt: Asked if it makes sense to include a specific developmental disability
such as Down Syndrome.
xv.Aysia: Summarized "developmental disabilities are often present as early
as birth in those impacted, and endure across the lifespan of a person" in
the first paragraph.
xvi.Mark: Posited that we do not want to leave out anyone by naming specific
disabilities.
A motion to approve wording was made by Jon, seconded by Mark. The motion carried
by the following votes:

A motion to present proclamation on March 22 at city council meeting was made by
Mark, seconded by Brianna. The motion carried by the following votes:

c.Ideas for Q1 Awareness Events
i.Matt: Ties into work plan.
d.Work Plan Discussion of Proposed 2022 BDAC - Sponsored Events
i.Matt: Reviewed work plan we received in January via e-mail (for example:
host movie night at Cinema 8, sponsor parade entry). Document is titled
"BDAC - building a work plan - Sent to City for Jan Mtg.xlsx" and was sent
by Jon Stauff.
ii.Matt: Asked about the May awareness campaign and if we should stick
with mental health.
iii.Aysia: Shared that May is Better Speech and Hearing Month and National
Mobility Month, which are both solid themes (with Global Accessibility
Awareness Day on May 20).
iv.Mark: Erred toward accessibility and mobility themes.
v.Alyssa: Shared about the importance of mental health in this context.
vi.Brianna: Mentioned partnering with the Brookings County Mental Health
Coalition (contact: Nikki Eining) about mental health awareness events
during May. Nikki responded already that a proclamation is planned.
Brianna will follow up with more details.
vii.Matt: Suggested to revisit at next month's meeting.
7. Subcommittee/Task Force Updates:
a.Marketing Subcommittee
●Mark: Looking forward to ADA Day in July.
●Mark: Suggested ordering cookies to give out at the March 22 city council
meeting alongside the proclamation.
A motion to spend $75 or less on cookies was made by Mark, seconded by Brianna.

8. Other Items:
a.Possible Collaboration on Public Listening Session for Wheelchair Accessibility
Issues of City Hall and Swiftel Center.
●Need to set time for the listening session.
●Will revisit at next month's meeting in collaboration with HRC liaison.
b.Next meeting date & format
●March 24, 2022 at 12:00 p.m. Hybrid attendance is still an option.
9. Announcements
●Aysia: Shared about Brooking County Youth Mentoring Program Disability
Awareness Week event at Dakota Prairie Elementary from March 7-11. Will
follow up via e-mail.
○Mark: Wanted to know if Brookings School District Spring Break is that
week. BSD Spring Break is April 14-18 this year. SDSU is March 14-18.
