Brookings Historic Preservation Commission
June 9, 2022 Minutes
A meeting of the Brookings Historic Preservation Commission was held on Thursday, April 14, 2022 in the
Brookings City & County Government Center. Members present: Jon Stauff, Janet Merriman, Janet
Gritzner, Paula Carson, Tom Thaden, Nathaniel Condelli, Kyle Nelson and Chair Matt Weiss. Also present
was City Planner Ryan Miller.
Weiss called the meeting to order at 6:05 p.m. Weiss added the following items to the agenda:
Discussion of Mayor’s Awards, potential statue of historical figure in Brookings, discussion of concerns
regarding the Historic 11.1 Review process. A motion was made by Merriman and seconded by Stauff to
approve the agenda as amended. All present voted aye.
A motion was made by Merriman and seconded by Gritzner to approve the April 14, 2022 minutes. All
present voted aye.
Introduction of New Member – Nathaniel Condelli
11.1 Review Updates.
326 Main Avenue – SHPO has approved the replacement of windows and storefront remodel.
This remodel will duplicate the remodel done at the adjacent storefront.
501 8th Street – SHPO has approved the addition of a sunroom to the rear of the home.
615 9th Street – SHPO has approved a siding and window replacement project at this home.
627 Medary Avenue – SHPO has approved the owner to reroof the detached garage with asphalt
shingles, replacing cedar shakes.
707 6th Street – SHPO has determined that the replacement of two windows will encroach or
damage the historic district but that no alternatives are available. The City must notify the State
at least ten days before issuing a permit for the replacement.
Central Historic District Lighting – SHPO approved the replacement of City street light posts in the
historic district.
Merriman mentioned concern regarding the lack of a request for a case report on recent items such as
the window replacement project at 707 6th Street and 627 Medary Avenue. Weiss agrees. Miller
suggested that he will contact the State Historic Preservation Office to discuss the reviews and potentially
arrange a meeting with SHPO and BHPC to discuss the process of 11.1 reviews.
Upcoming Events.
The 2022 National Association of Preservation Commissions (NAPC) Forum conference will be
held July 13 – 17 in Cincinnati. Merriman is still interested in attending but needs to do some
more research before committing.
Other Items & Reports.
a. SD History Conference – April 22-23rd, 2022 Pierre
Nobody was able to attend the conference.
b. CLG Grant Update

Miller mentioned that all reimbursement requests for the 2021-22 grant year have been
submitted to the State Historic Preservation Office. Miller reviewed the approved budget for the
2022-23 grant cycle.
Weiss noted that within the approved budget is funding for an intern. Merriman stated that she
will get in touch with the education subcommittee to begin planning for the logistics of an intern.
c. Preservation Month Recap
Gritzner mentioned that the Pengra models can stay at the Library for a little longer. This may
allow for time to switch out some of the models since there wasn’t enough room for all of them.
Miller mentioned that there was no remaining budget in the 2021-22 grant for Preservation
Month ads.
d. Historic District Signs
Miller has contacted the streets department to price out new signs but has not yet received an
estimate. Gritzner mentioned that a sign is missing on Harvey Dunn Street.
e. Resident’s Concern of Signage Approved at 611 6th Street
Gritzner mentioned that a large electronic sign was installed at this location and that a
community member has complained. There is now a moratorium on electronic message displays.
Weiss asked if the BHPC should attend the City Council meeting where the moratorium will be
discussed.
A motion was made by Merriman to support the moratorium in order to investigate zoning
ordinances specifically pertaining to signs in historic districts and seconded by Stauff. All present
voted aye.
f. Binders from Chuck Cecil
Chuck Cecil has asked if the BHPC would like to review the contents of a binder with historic
records. Thaden is interested in reviewing on the BHPC’s behalf.
g. Special Project Updates:
I. University Residential Historic Plaques
Reponses to the flyers have been received. Gritzner and Carson will contact those
interested to discuss the plaques.
II. Flyers Distribution
Carson and Gritzner have distributed additional flyers and will follow up on the status of
their inventory.
III. University Residential Brochure Revisions
Thaden has taken additional pictures and continues to compile information
h. Public Education Subcommittee Updates
I. Facebook Efforts
Merriman mentioned that people can now tag the BHPC’s Facebook page using
@BrookingsHPC. SHPO has been tagging and is now following the BHPC page. A post
promoting the Bob Pengra models received over three thousand views. Nine posts were
made during Preservation Month in total.

i. City Connections Subcommittee Updates
I. Survey of Potential Resources from SDSU Geography Department
Griztner mentioned that a Geography Department professor has a potential lead for a
student interested in helping.
II. Review of 2004 Downtown Brookings Guidance Document
No update.
j. Mayor’s Awards
Weiss would like to be involved in this year’s Mayor’s Awards but would like some guidance.
Weiss asked for volunteers to look into updating the process for identifying projects to award.
Gritzner suggested that the Caldwell House project could be a potential award candidate.
g. Potential Statue
Griztner mentioned that the Brookings County Historical Society has been approached to sponsor
a new statue in a City park but declined and suggested that the BHPC could be a sponsor instead.
The proposed statue would be of Wilmot Brookings and the BHPC may be approached soon
regarding sponsorship. Weiss suggested that this might be more appropriate for the Arts Council.
h. Ben Franklin Building
Merriman mentioned a future meeting topic to review the recently completed renovation of the
Ben Franklin building. Merriman mentioned that the BHPC specifically asked that the garage door
used for front windows on Main Avenue be removed and that this has yet to be completed.
Miller will follow up and provide an update at a future meeting.
Next Scheduled Meeting
The next meeting will be August 10, 2022.
