HomeMy WebLinkAboutJPBMInutes_2022_02_10Brookings City/County Joint Powers Board Meeting February 10, 2022 The Joint Powers Board met in regular session on Thursday, February 10, 2022 with the following members present: Lee Ann Pierce, Angie Boersma, Jake Meshke and Mike Struck. Commission Department Director Stacy Steffensen called the meeting to order at 8:33 a.m. and a quorum was established. Motion by Pierce, seconded by Meshke to approve the agenda for the February 10, 2022 Joint Powers Board Meeting. All members voted “aye.” Motion carried. Motion by Struck, seconded by Pierce to nominate Jake Meshke as Chairperson for 2022 and Angie Boersma as Vice-Chairperson for 2022. All members voted “aye.” Motion carried. Assistant City Manager Jake Meshke presented the 2021 final budget review. Meshke said the budget came in as expected with a projected surplus of $64,000. Meshke presented the 2022 budget. He said everything is about the same as the 2021 budget with the exception of budgeting $25,000 to replace the veneer of the main stairwell and $14,000 to add parking lights to the south parking lot. He said there is also money in the budget to add a couple interior and exterior cameras to the building. Meshke said the utility bill for Northwestern Energy has gone up significantly. He is said it’s something we need to keep an eye on. Pierce asked what temperature the building is set at. Community Development Director Mike Struck said the building is set up in zones so each department can set their own temperature but on average it’s 70 degrees. He said there’s a lot of people who need space heaters. Meske thanked Steffensen and Building Services Administrator Jared Thomas for rounding up all of the contracts for this building. Pierce asked who pays for the flowers that are planted around the building. Meshke said he believes the city staff plants the flowers at no charge. Motion by Pierce, seconded by Boersma to declare a C3XP Cleaning Companion as surplus property to be sold. All members voted “aye.” Motion carried. Meshke updated the board on the chiller. He said everything seems to be working. Steffensen said the total came to be $50,688.21. She said the deductible was $10,000 so they should be receiving about $40,000 from insurance. Meshke updated the board on the IT Request for Proposals. He said City IT Manager Don Goff and County IT Administrator Specialist Shawn Plowman will have more information for the board at an upcoming meeting. Steffensen said that Plowman had received information from Project Manager at AVI Systems Chuck Risty that products will increase 10% starting March 1st. The board discussed the veneer replacement project. Meshke said the original quote to redo all three floors plus the main stairwell was $142,174. In additional to that quote, Meshke said they were going to redo the kiosk, which would be an additional $12,000. Meshke said they cannot find any of the original lettering for the suites so it would be $8,000 for Brookings Engraving to do that. Meshke said the cost to do the entire veneer project would be around $173,000. Pierce said $173,000 is a lot of money to spend on a veneer project. Meshke said it is a lot of money to spend. He said he’s never had anyone complain to him about it. Pierce said she’s never heard anyone complain either. Boersma asked at what point of disrepair does it need to get to that we feel we need to fix it. Meshke said when it becomes a safety issue. Boersma said they need to solve the right thing first which is the HVAC system in the building. Motion by Pierce, seconded by Pierce to table the veneer project indefinitely. Struck said he doesn’t want to table the project indefinitely because there may need to address it in the future. Steffensen said tabling it indefinitely kills the motion. Meshke strikes the motion. He said they can revisit the veneer project when they need to. Meshke updated the board on lights in the south parking lot. He said City Engineer Charlie Richter is working on the project. He said it’s in the budget and should be completed by the end of the year. Steffensen updated the board on placing a plaque honoring Clyde Calhoon in the Government Center building. She said she reached out to the Optimist Club letting them know the Joint Powers Board approved the plaque honoring Clyde Calhoon, and said the board would like to see it first before placing it near the States Attorney Office. Meshke said they are looking at an ionization project to help with air quality. He said Building Services Administrator Jared Thomas received a quote for $19,600. He said it’s not in the budget, but if there is interest from this board to move forward with it they could go back to their respective boards. Pierce asked what it does. Struck said the technology purifies the air taking out the negative particles. Meshke said he would look into the rules of ARPA funds and using sub-contractors for these types of projects ensuring they are compliant. Motion by Pierce, seconded by Boersma to support the purchase of an ionizer and recommend that the City Council and County Commission move forward with the project. All members voted “aye.” Motion carried. Steffensen updated the board on a quote received from Safe-N-Secure for additional interior and exterior cameras. She said the board has budgeted $19,000 for additional cameras. Steffensen discussed American made quotes (NDAA) versus non-American (Non-NDAA). She said to buy American made would cost roughly $31,000. Steffensen said she would double check with Plowman to make sure it’s an independent server and not tied to anything. Steffensen said they are having issues with the fire panel. She said Ban-Koe has been coming in almost every week. Steffensen said according to them, the fire panel is old and needs to be replaced. Struck asked if the panel runs off sensors. Struck said most false alarms come when there are humidity issues. Pierce said she will not be here for the next Joint Powers Board meeting. Motion by Struck, seconded by Boersma to adjourn. All members voted “aye.” Motion carried.
