HomeMy WebLinkAbout2022.04.07 PAC MinutesBrookings Public Arts Commission Meeting - Minutes Thursday, April 7, 2022 Present: Julia Eberhart, Taylor McKeown, Ashley Ragsdale, Jean Jostad, Linda Purrington, Jamison Lamp, Emily Howell, Stacy Claussen, Dusty Rodiek, Paula Carson, Betty Beer, Carrie Kuehl, Kate Trieber. Absent: Trayce Meyer Call to order: 12:00PM Approve to agenda- Motion by Jamison to approve the agenda, second by Linda. Approve minutes- Motion by Emily to approve last meeting’s minutes, second by Jean. Old Business: A. Poet Laureate Poetry Walk – Betty Beer, Carrie Kuehl  Panel will be roughly 11x17  Etched on stainless steel.  Slanted on a pole and permanently attached to a metal pole in the bump outs.  Photos of those authors we have, drawing/sketch of those without photos and deceased.  1/4 “ thick, no border  Maintenance – 4x a year, soap and water only.  Poetry Reading event – week of the book  Humanities Council hosting at the SD Children’s Museum and Arts Council, and the University.  Working with Eric at Creative Printing to make sure the etchings will look good.  Ownership would belong to the City. Maintenance would fall on the City but would be outsourced to a 3rd party through a maintenance contract. Maintenance costs will be negotiable but no gauge of estimated costs at this point. Anticipate it would be relatively low cost maintenance.  Carrie is checking with Eric/Creative on maintenance.  Poles are powder coated – which maintenance would also need to cover.  Installation by Houtman Construction (included in the total $16,500)  $16,500 total; PAC $8,000, $6000 from Visit Brookings, remaining $2,500 raised by board of directors and membership, $750 from South Dakota Arts Council  Credit lines for BPAC, SDSPS, and Visit Brookings with no logos  Vandalism –  In front of – Skinners, Kool Beans, basically each corner.  Maybe the businesses to keep an eye out on them and connect with Taylor if they notice an issue/vandalism. City Staff are regularly downtown and would notice as well.  25% of our budget goes to maintenance each year, although we don’t want to encourage spending that all.  Poetry Society will connect with manufacturer to provide how long the items will last/need replacement. i.e. stainless steel, powder coat poles.  Installation over the summer – roughly June first depending on weather.  We do not need the maintenance plan / quotes in place prior to install.  Taylor asked if there was a way we could get more info about it on our website (poems, authors).  Selection process- they asked each poet to send one that they thought was appropriate.  PAC would like to see final versions with sketches.  Can email out and approve via email (as long as there is a quorum).  Seven total  Concerns and questions of selection process – specifically “The Coyote”. B. Conditions / Maintenance Report  No topics of discussion C. Bob Shelden Capital Improvement  May 1st foundation  May 15th artist will be here  Could we do a celebration – Jean & Kate  Ashley is getting connected with Friends of Baseball  Cody Wright, Mike Lockrem – Friends of Baseball  Ice cream, rootbeer, popcorn  Arts Council will promote too  Chamber – ribbon cutting  Brookings Register –  Aim for a mid-late June opening  No step up, kids can hop into it easily. New business: A. Utility Box wraps/painting –  5-10 year lifespan (vinyl wraps are about 5 years, maybe longer; don’t know as much about painting durability).  Other areas may do in downtown area, major corridors.  Jake Meshke approached Ashley Ragsdale with interest.  $1,500 per box. $500 to artist, $1,000 per wrap. (Sioux Falls pricing). They received a $25,000 grant.  A phased approach would fit our budget better.  Ashley brought up the idea of sponsorships by businesses or wanted a specific theme (SDSU/Bkgs). Majority leads toward keeping away from sponsor/marketing.  Keep it under $10,000 before we get into the “call for art”.  Outlaw Graphics, Cabana Banner  Would be good to know more about removal/replacement.  Brookings ideas – by Hillcrest on 6th Street, 22nd Ave, parks.  Important to keep authenticity but also good to keep a theme of sorts.  We like including artist name on side.  Let’s try to be really intentional.  Could be semi-way finding – use 6th St to get peopled DT, use 22nd Ave to get people to Dakota Nature Park.  Community example – tried to curb vandalism, ended up saving community meeting.  BMU – might have the best map of locations (utility, phone).  Need to be accessible.  Taylor will reach out for quotes and draft up a plan. B. Arts Opportunity Map a. Taylor has been working on that in a basic excel file. b. May be some large capital projects on the horizon. c. Ashley - art map, murals, sculptures, library sculptures, arts council, railroad, on campus by library and art museum. C. Membership a. History Preservation rep – Paula Carson i. Not a lot of opportunity for at-large member. b. When we moved from a taskforce to a formal committee -it was very direct and intentional. i. Maybe it’s like School of Design or Art Museum rep. ii. Number of seats relative to other committees. iii. Chamber rep – used to be CVB rep and org has since split into Chamber and VB. c. Review/vote in July D. Arts Council would like to put more murals in DT a. Backside of Swiftel building that faces the Old Market. b. Blue building east of Office Peeps (face library and Citco). c. Backside of Office Peeps that faces parking lot. d. Kirsten from Carrot Seed had asked about getting something on her building specifically. e. 3 murals – Mario, love with rainbows, and one other. E.
