E911 MEETING
Tuesday, June 15, 2021; 1 p.m
City & County Government Center Room 300 (3rd Floor)
Board members present: Paul Briseno (City Manager), Angela Boersma (County
Commission), Jacob Meshke (Assistant City Manager), Joey Collins (City Council), and
Larry Jensen (County Commission).
Others present: Dave Erickson (BPD), Pete Bolzer (Fire Dept.), Joe Fishbaugher
(BPD), JoLynn Longville (Communications), Marty Stanwick (SO), Bob Hill (County
Emergency Management/Zoning), Stacy Steffensen (Commission Dept. Director), and
Eric Rangle (CFO).
Members Absent:
Call to order: Meeting was called to order by Jensen. Meshke / Boersma moved to
approve the minutes of the January 2021 meeting. All present voted aye. Motion
approved.
Bills: Erickson reviewed non-recurring bills from January 2021 through April 2021.
Boersma / Meshke moved to approve non-recurring bills. All present voted aye.
Motion approved.
Quarterly Numbers: Longville provided an overview of the quarterly numbers.
Old Business:
Discussion on Annual Joint Powers Agreement:
Erickson went over this topic at the city retreat. Discussion was had about making a
change to the Joint Powers Agreement having the city representation on this council.
The city attorney drew up the amendment. Currently it is the city manager or there
designee and the mayor or there designee. Changing it from the Mayor to the Police
Chief or their designee. Boersma asked how decisions here get back to the city council.
Paul stated city council gets the minutes on all committee reports. Jensen said if the city
council is ok with it they are good with it. This would be a recommendation to both the
City Council and the County Commission to approve this amendment. All present
voted aye. Motion approved.
Discussion on Elkton Repeater:
Hill gave an update on the Elkton Repeater. The repeater will be installed the end of
June.
Discussion on Higher Ground:
Erickson went over the Higher Ground interface. There are a couple of different venders
out there and he does not think it is a good idea to purchase this recorder now and
possibly changing to another vendor that may not work. Recommending killing that
request for the interface.
Command Structure for the E911 Center:
Erickson went over the handouts that were provided. As a community, we decide on
appropriate staffing levels. The council recommended having two dispatchers on 24/7
and we have been maintaining. Due to consistent understaffing, the Dispatch Center
relies heavily on overtime to meet this requirement. The center is budgeted for 10 full
time employees. This fills the schedule but does not allow for time off request, sick
leave, and/or training. Our research shows 12 full time and 1 commander would be
appropriate for our dispatch center.
We would also like a command structure within the dispatch center. Therefore, there
can be a bridge in between the dispatchers and admin also take some of the duties off
JoLynn and work towards a level of supervision.
I would like to request the additional 3 staff for next year and implement 2 new lead
dispatchers this year.
The budget request for 2021 is for 3 additional dispatchers the city’s portion of 2/3’s will
be $132,920 and the county’s share would be $66,460. Briseno/Boersma made the
motion to approve 3 additional dispatchers. All present voted aye. Motion
approved.
2022 Budget:
Rangel provided an overview of the 2022
Erickson requested increases in Professional fees from $600 to $1,500 and Medical
testing from $500 to $100 due to hiring new employees. Also increases in the Phone
line due to cell phone and mobile command center phone.
Capital Budget
Request for a Mobile command center phone. This phone would work if the dispatch
center phone is down we could reroute the incoming phone lines to this phone.
Request for Higher ground. They system we currently have is working this budget
request is for suggested replacement. Life of this is 7 years.
Briseno/Boersma made the motion to the proposed budget. All present voted aye.
Motion approved.
Erickson made a request asking council if we can temporarily operate with 1 dispatcher
during the hours of 3am – 7am Sunday through Thursday until the September. All
present support this decision.
New Business:
Member reports:
Hill stated the main county fire repeater is having issues. Hill contacted Sioux Falls Two
Way to trouble shoot the problem. They stated the cell phone on the blue water tower is
causing the problems. Swiftel is willing to work with Sioux Falls Two Way and the
wireless carriers to trouble shoot the problem.

♦ Regular quarterly meetings are held in January, April, July, and October on the
third Thursday of the month. Budget discussion is held in May.
