HomeMy WebLinkAboutPRMinutes_2021_12_06Parks and Recreation Advisory Board Minutes Monday, December 6, 2021 5:30 PM Call to Order Erika Saunders called meeting to order at 5:33 PM. Present: Steve Berseth, Doug Smith, Erika Saunders, Ashley Ragsdale (GoTo), Jay Larsen (GoTo), Isaac Schulte, Carson Cody, & Andrea Hogie; & City Staff Dusty Rodiek, Greg Redenius, Stacy Claussen, Darren Hoff, & Ronda May. Guest–Christopher Gross and Addison DeHaven w/Brookings Register. Not present: Board Member John Maynes, Parks & Forestry Supt Al Kruse, and City Mgr Paul Briseno. Approval of Agenda Dusty – add Car Club Annual Event. Motion to approve amended agenda by Doug Smith, seconded by Andrea Hogie; motion carried. Approval of Minutes Steve – 2nd page, last paragraph – what (not want) does Ashley want to see … Motion to approve corrected minutes by Steve Berseth, seconded by Isaac Schulte; motion carried. ADDITION: Car Club Pres Christopher Gross present to request to hold event June 12th. Normally use the ‘soccer field’ on W side of Pioneer but would like to use E side by band shell for the show, use trees for shade, etc. from 11:30 AM–3:30 PM. Would be out by 4:30 PM after clean-up, plenty of time for Community Band. Doug–concern if we were to have rain, driving on soft surface. Dusty–we’re reseeding previous area so good timing & could use this yr as trial yr. If we do get rain night before, might have to punt. Christopher said we have done parking on the road in the past so we’ll make it work said Dusty. Big turf area getting reseeded. Darren asked if Christopher has a map? No, will do it & Dusty asked for a copy. Steve–Arts Festival in asphalt path all way around, so cars would be off the path? Yes, into the park. Steve made motion to approve w/intent if rain, we’re flexible. Seconded by Jay Larsen; motion carried. Staff Highlights Dusty: Highlighted last month we lost couple of staff members – Ryan Burggraff so Chris Engbrecht moved into Parks but now have Chris’s position in Forestry & Daniel Timm’s open. Christmas decos up, golf course closed but still lots of work getting done out there. Greg: pulled 400’ of wire on 1st of December. Doug–anything new on the well? Dusty–waiting on another test well in little different location, more down in the corner. Here later this week depending on weather. Doug–any cost on putting in well? Roughly 150’ E to existing pump station $20-25,000 range, but if in corner substantially more as a lot farther to go. Dusty–pickleball group that was here & Deb got a hold of Dusty and trying to get grant through Land & Water Conservation Fund & applying for matching money so Dusty going w/Deb. Erika–how much is grant? Dusty–still working on finalizing project & cost but roughly $300-350,000. Doug–indoor? No, outdoor. Old Business: Reported by Dusty Rodiek unless otherwise noted A. Action Plan Priority List: Dusty condensed it & prioritized it. Some at end received same number of votes. Not a lot more to discuss but Dusty wanted to put into Board’s hands & this is what staff is working off along w/ongoing items in the Plan. This group will set policy on percentage of revenue we want to recover from user groups. B. 5th St Gym Update: Before last mtg, Dusty had mtg w/BSD & they chose to retain ownership of 5th St. We’re still able to use it in same way & they may look at expanding their use. Steve–a lot of pickleball ladies joined the Wellness Center & playing up there, anyone in 5t St? Stacy–no, most did 3 mth membership but not sure where the guys group is playing. New Business: Reported by Dusty Rodiek unless otherwise noted A. General Budget Update: Not quite at end of budget year but this time of the year Dusty does periodic budget review. General info– Aquatics 449–budgeted $184,000 in revenue but in at 4221,000 so significantly higher. Page 2 Expenses only $321,000 so below budgeted amount around $80,000 so carrying over into 2022 budget. Cost recovery % for 2021 69%. Rec 451–lower revenue than projected but down on expense so we’re proper. Parks 452–doesn’t usually make money but camping in there so above $20,000 than budgeted & over in park rentals which includes Nature Park rentals. Ice 453–in good shape but waiting on end-of-yr payments from BISA which will put us over revenue projection but w/expenses taking major hit w/natural gas prices, used LED conversion money. Erika–keeping same contract w/heat? Dusty–no, not w/that company. Forestry 454– not anything to talk about, hitting their budget numbers. Golf 607–pretty exciting as there is subsidy going into course. Goal is to cover our operating costs w/our revenue. We certainly did it this year w/out using Liquor Store subsidy. Dusty requested capital reserve acct be established & could put +/- $145,000 into reserves. Credit to Greg & his staff! Doug–heard anymore from Nordby yet? No, did sight visit & is working on plan but won’t see anything until after first of the year as not budgeted in 2021. B. Cost of Service Analysis: Have engaged consultant out of Boulder CO as referenced from Cedar Rapids IA as they did same thing. Just got started on this last week so not much to report. Hoping to have final products by April & use 2019 as baseline due to COVID, etc. C. CIP Wishlist Items: (Ronda pulled up Dusty’s doc.) Some could be donor driven. Dusty touched on each page. Dusty would like to share w/Community Foundation & other potential donors or utilize this info for some grant apps. This is just a start. D. Recreation Annex/Holding Barn: (Back to this page in Dusty’s wishlist doc.) Paul B suggested working on Holding Barn. Dusty talked w/flooring comp & could still put dirt on top of multi-use sports flooring & use Nov 1–Mar 31 w/Swiftel still using. We’re in exploration mode & putting budget numbers together. We will continue to move forward & engage an engineer for cost estimates. Dusty thinks Council might have some funds & we have $$ in our 2022 budget so there’s potential Erika–community use? Could all of Dusty’s list be in there at same time? Possibly. 90 wide by 250 length is size of building w/4 courts & dropdown nets. Has HVAC needs & build restrooms. Could be a win-win, & Dusty will ask Paul when we can engage an architect. E. 2022 Playground Replacement (Selection Volunteer): At McCleman’s Park in 2022, similar to Larson’s Park w/RFP w/small group that ranked proposals. Anyone interested? Erika, Carson possibly, and Ashley. Dusty – upcoming agenda items for Jan – policy for snow removal on trails w/short staff, working w/Gary & updating new Clubhouse Operations Contract & will have Board review it, cost of service data preliminary info for next meeting? Dusty wanted to thank everyone for help in Master Plan process & appreciated input. Merry Christmas! Upcoming Programs & Events: A. 2022 Meeting Dates, all starting at 5:30 PM: Jan 3, Jan 31 (for Feb), Feb 28 (for Mar), Apr 4 – Steve & Jay work SDSU track meets so gone that meeting, May 2, June 6, no meeting in July, Aug 1, Facility Tour on Sept 6, Oct 3, Nov 7, & Dec 5th all w/location TBD.
