Present: Steve Berseth, Andrea Hogie, John Maynes, Doug Smith, Erika Saunders, Ashley Ragsdale, Jay Larsen, Isaac Schulte; & City Staff Dusty Rodiek, Al Kruse, Stacy Claussen, Darren Hoff, & Ronda May. Two guests for Disrupt HR event. Not present: Board Member Carson Cody and City Staff Greg Redenius & City Mgr Paul Briseno. Approval of Agenda Motion to approve agenda by Doug Smith, seconded by John Maynes; motion carried. Approval of Minutes Third page – Southside would not be comparable to Bob Shelden. Motion to approve amended May 3 minutes by Steve Berseth, seconded by Doug Smith; motion carried. May 17 minutes – John M motioned, Steve B seconded – amended. Motion to approve amended May 17 minutes by Doug Smith, seconded by John Maynes; motion carried. Staff Highlights Dusty: Staff highlights-a lot relates to bringing new people on & learning process for Ronda this year. Great reviews from marathoners. HAC opened on May 31st with Stacy working w/lots of new staff, lots of training but should be smooth sailing next year. Road project going to pool–Dusty was aware but was told they were working only on 1 side so making due best we can & hopefully they’ll be out ASAP to minimize impact. Dusty wanted to make aware of potential leak in the lap pool piping & not the shell itself. BMU monitoring water use to approximate our losses & compare to years past. Couple of possibilities–slow leak for some time & subsoil super saturated so not showing water loss; sitting idle a year & re-saturated this year; or, it’s leaking. Best case leak by drain pipe grate, someone go in & put plug in drain pipe to seal leak off. If that’s the case, drain pool & opt to line the pipe instead of having to dig everything up. Could line w/epoxy. Doug asked if any moisture showing up on outside? No, not at this time. Water escaping somewhere but we should hopefully know something by end-of-day Wed w/info from BMU. Doug asked if losing a lot? Usually lose 1-2” daily from regular usage so we’ll see. Rec programs off & running. Good indication we’ll get Land & Water Conservation Grant by how many questions they’re asking & for more info, etc. Team SD Camp at LIC May 15-16 so ice removed from red rink May 17th. About 20 trees left to plant yet per Al. Tree Program very well received. Had roughly $10,000 budgeted so went within 3-4 weeks. Doug asked if our staff goes back & water blvd trees? Al–yes, with this heat & where homeowners aren’t on-site but normally homeowners take over. Doug said he knows some homeowners won’t water their blvd trees so could be unfortunate year. Edgebrook – tons of irrigation issues. Control panel went bad on one because 75 hp motor had gone bad. That’s our biggest pump & is currently being rebuilt as we speak so operating on smaller pump–at 25% capacity. Running extremely low in ponds, too. Cutting back on tee box watering so can water greens. Doug wondered if City still has possibility of running water from L G Everist pond? Al said it was discussed but was decided too major of undertaking & not feasible. If you pump out of ponds & have any algae problems, plugs up your heads. Individual told John that tee boxes very hard so guessing lack of moisture won’t help? No. Doug said Greg doing a good job & Gary directing people to use cart paths. Old Business: Reported by Dusty Rodiek unless otherwise noted A. Bob Shelden Field Update: Up & running, getting tons of use. Still some challenges-1 of project engineers & Public Works Dir looking at detention pond by 8th St. Not part of our plan to have marsh, needs to be mowable space. Plan to use short piece of valley gutter to catch trickle water which should help tremendously. One contractor still needs to come in & replace some pieces of sod which has a warranty. Jay said tourney there & everyone enjoyed it, thought best they played on, & spectators enjoyed the sidelines - really appreciated right side. The berm also enjoyed. Jay hopes spraying happens as bugs were an issue. Steve wondered about any feedback w/heat & infield surface? Jay said he hasn’t noticed any difference. B. Parks Master Plan Update: Did get back the electronic survey & survey comparison which was very close in answers. Doug asked if they’re working w/City Council & City Mgr to implement? Dusty said next day & half w/consultants after May 17 meeting & have draft action plan from that time. This will be working document for staff, this Board, & budgeting tool & then Council will see our funding. Requirement that this is part of long-term plan & how to prioritize. Doug-if we move forward w/rec facility, they’d help to guide us Page 2 in how to secure funds? They’ll provide us recommendations but not necessarily guide us. But, they’ve offered their engagement down-the-road to possibly create a business plan, etc. Doug specifically wondering about bond issues? Dusty said the 2017 run at rec center was put together not how they would’ve recommended so hopefully if determined necessary they’ll have a good plan. Not a lot going to happen in next couple of weeks w/Plan as Dusty’s gone on vacation. C. Tree Program – Brookings Urban Forestry Initiative: discussed up above. D. Community Games: Ended up with 5 teams. Staff planning this w/our intern taking on a lot of it w/Darren, Stacy, & Dusty helping her. An adventure race being part of it. Dusty asked if Board open to volunteering to staff the events-collect results, check-in, & Dusty passed around a schedule asking Board to volunteer. Some events start Friday evening, June 25; mostly all day on Saturday; & half day on Sunday. Some gone that weekend but could do pre-event work. New Business: Reported by Dusty Rodiek unless otherwise noted A. Event Requests: a. Pioneer Park – Disrupt HR on Sept 2: Wendy Dailey, org for Disrupt HR Brookings. Held in past at Club 71 but decided to move outside & hopefully Pioneer Park to show off park, have local vendors. Leadership event w/12-14 speakers talking 5 min each w/topics dealing with HR, leadership focused, candidate focused. Expand to small businesses to show HR open to everyone. Would like to show off local beer vendors – Wooden Legs, Eponymous as well as local food vendors. Have about 100 people attend & this is 4th year of doing it. Hours from 5–9 PM w/program starting at 6 PM. Doug asked what is City’s guideline on alcohol in City parks? Dusty said it’s allowed but can’t be in glass containers/bottles. Wendy working w/Bonnie Foster as well for alcohol permit. Doug asked if they set-up chairs, etc.? Wendy said working on it. Doug–won’t create any wear & tear on Park too much? No. Dusty wants to bring new events to this Board to ask questions, etc. Motion to approve use by Doug Smith. Discussion – Ashley asked if they cleanup? Yes. Darren wondered if ‘sell’ tickets? Yes. Jay–buy alcohol license? Wendy said working on that so will use wrist band or something. Event wouldn’t require alcohol permit, only vendors Dusty said. Jay asked about insurance–they’d provide it? Dusty said yes, event insurance & Wendy will check with Brookings HR to see if their insurance covers it. Motion again by Doug Smith to approve Sept 2 for Disrupt HR event, 2nd by John Maynes; motion carried. Guests left. Steve asked if there’s an application? No, not for this type of event but required permits for vendors. Darren said in our hold harmless agreement it says org needs to provide insurance to us. Doug asked about beer vendors–do they need to go to City Council for approval? Dusty said it’s a Bonnie question but Ashley didn’t think so as City allows alcohol in Parks. Jay asked if they already reserved it? No, Dusty said waiting until this Board heard from them. B. 2022 Preliminary Budget Review: Displayed 2022 budget. When we start process, given direction by City Mgr’s office of where they’d like us to land. This year’s was to come in essentially same as 2020 budget so hold-the-line on expenditures which is sometimes difficult to do w/increase of living, salary increases, etc. Dusty pointed out HAC under in 2022 from 2021 w/not much change except for asset area. Rec: diff in rev is what wasn’t included in 2018 & 2019-DNP equipment rental. This year we consolidated DNP budget into both Rec & Parks budget areas. Parks: extra shelter at HC. If we get the Grant will be added here. Budgeting $1.6 mil which is higher than 2020 but overall we’re in our 2% above 2020’s budget. Another budget meeting rescheduled to June 24th. LIC: rev increased for 2022 based on last year’s rentals as had best year at rink. Chance to be better particularly if work on our BISA agreement w/camp rates, etc. Overall $50,000 less due to bldg structure area as only $20,000 compared to $75,200 for this year. Dusty brought up LIC’s high heat bill this past Feb– the agreement w/Swiftel & EMCS. Larger companies in Brookings notified but we didn’t receive those emails – our IT looked into it & Dusty involved City Attorney but EMCS said we still had to pay the final bill which was above this year’s total budget for heat. Contract ending this week, & we’ll have separate contract. Page 3 Forestry: not much generated for revenue. Edgebrook: Projecting higher rev in 2021 & expecting more in 2022 in packages & golf fees from 2020. Asking for transfer from liquor fund, hoping not to use that amt so could go into a reserve. Jay asked about cell tower in 2019? Dusty said a balloon payment & since Edgebrook is enterprise fund that rev goes into here while Shelden’s 2 towers go into general fund. Jay asked about the CARES fund? Dusty said that the City doesn’t have a handle right now on what is going to qualify. We have until 2024 to spend the money so there’s time. Jay said fiscally beneficial not to show this as not a definite. Dusty then went over CIP budget: added in parking lot maint. Soccer pressbox wasn’t poured correctly so leveling needs to take place. Added some figures IF 5th St Gym becomes available. John asked about land transfer w/BSD & 5th St … Dusty asked Paul & we’re going forward on it. Activity Center–McKinstry Study identified some expenses. Doug asked about Edgebrook house? We have interest in it & working w/County. Tree planting–bumping up to $25,000 & will actively pursue donors & Erika suggested grants. Steve suggested that if City could work on 5th St before user groups that would be beneficial. C. Kart Club Lease: Area lease expired & Dusty met w/individual involved. He’s hoping to schedule some events this year as hasn’t had much since 2017. Expired agreement didn’t benefit City so Dusty putting together a new lease to recover our costs for maint (mowing, no maint of tracks/bldg.) & junk needs to be removed. Nice talking to get history. Going to add clause we can use area for compatible uses. Doug mentioned that RC might be interested in this area. Scott Strouf is local contact per Doug. Jay wondered if any hazardous waste there? No. Doug asked about mini golf, had we done anything with it yet? No. Upcoming Programs & Events: A. July Meeting: Master Plan Draft Review with date TBD – typically don’t meet but likely we’ll have a draft review w/consultants. B. August Meeting: August 2, 2021 at 5:30 PM Steve mentioned spam emails from City administrators – don’t answer. Fireworks at soccer field – coming up at Council meeting. Dusty said we’ve been asked about it but not in support of it. Adjournment: John Maynes motioned to adjourn the meeting at 7:13 PM, seconded by Jay Larsen; motion carried.
