Call to Order
Erika called GoTo meeting to order at 5:30 PM. Verbal Roll Call - present: Steve Berseth, Andrea Hogie (GoTo),
John Maynes, Carson Cody, Doug Smith, Jay Larsen, Erika Saunders, Ashley Ragsdale (GoTo); & City Staff Dusty
Rodiek, Greg Redenius Stacy Claussen, Darren Hoff, & Ronda May; & guest Aaron Jorenby. Not present: City Staff
Al Kruse, Member Isaac Schulte, & City Mgr Paul Briseno.
Approval of Agenda
Motion to approve agenda by Jay Larsen, seconded by Doug Smith; motion carried.

Staff Highlights
Dusty: Dusty referenced sent out highlights. LIC–we’ve been approached by Team SD to extend the opening of
rink until middle of May. Hockey Ass’n agreed to purchase 15 hrs of ice/week to help us out to keep open. Continue
to expand rental business w/Darren taking care of it. Walking Club–Erika wondered how that did? Ronda said we
probably had 10/month & they were consistent. Stacy said warm winter & lots walking at DNP all winter. Doug
asked if net done on driving range? Yes.
Old Business: Reported by Dusty Rodiek unless otherwise noted
A. Bob Shelden Field Update: Dusty–Apr 16 first home game ribbon cutting w/Chamber at 3:30 PM w/DH at 5 &
7 PM. Working w/FOB as they’re planning on something separate this summer, larger grand opening. Doug
asked where art work going? Dusty said right inside gate on both sides of gate, outside the fence as you
come out of parking lot into stadium - there are 2 pieces of dirt which will have the art pieces. Contractors
there daily taking care of punch list items, replaced 1/3 of parking lot panels - significant cracks replaced.
Seeding everything today, timely if get rains so help get things established. John – School Dist piles its snow
in such way that we have regular melting that feeds pond & he thought idea was to keep pond dry & it’s
already collecting refuse. Yes, Dusty took pics today & will be sending to engineers. Might be change order,
may need to capture most of flows in through valley gutter but if we take regular flows & get into valley
gutter shouldn’t pool. Jay asked if ribbon cutting will be advertised? Darren said we’ll work with Chelsie to
get it out. And will let Hauschild & Shelden families know. Jay asked how much is irrigated? Dusty said
outfield completely & some behind dug outs.
B. Parks Master Plan Update: Survey has gone out & they received back 415 paper surveys. Steve & Jay both
received the statistically valid surveys. Online survey out last week & have paper surveys available in our
office. Consultant scheduled to be intown/provide info/findings at May 18th CC Study Session.
C. Bob Shelden Fees: Darren & Dusty had conversation w/several players last week re: field use fee. Left at
continuing w/$100/game fee & flat fee for tourney. Hosting 1st round of amat state tourney & we elected to
waive the fee. Agreed to allow them to have 10 practices @ no cost. Agreed to talk with FOB on Cubs behalf
for oppt to possibly help w/selling advertising & getting those dollars. Dusty waiting for return call from
Cody W. We’d invoice them at end of season. Darren did research for comparisons to other areas – college
DH in Yankton is $600, Brandon $650/DH & senior league pays $135/game, Dickinson ND $250/game + $100
for light use & has $250/game penalty for seeds & tobacco found in/around dugouts. Hope we don’t have to
use our penalty/deposit for seeds, tobacco, & gum. Doug asked if large problem to cleanup turf? Yes, gets
in-between fibers. Erika asked if we’ll have written user agreement? Yes, on Dusty’s list to do this summer
as have loose verbal agreements with others but want to standardize it. Erika asked if carry own insurance?
Yes. John–if someone’s chewing tobacco/spitting, who has authority to talk with them? Dusty said staff &
we’d talk with reps of teams. John asked if we always have someone present? Not always but FOB put
significant amount into turf so they’re going to be as adamant of turf as we are. Jay asked who has
responsibility to put signs in dugouts? Us. SDSU charges $600/DH but no lights, turf, no concessions. Jay
moved to adopt fees as printed in fee schedule, second by Steve Berseth; motion carried.
D. 2021 Rec Guide: Darren – in Register on Wednesday & we’ll get our copies sometime Thursday. Spanish
version by A to Z World Translate – take 5 business days. See what it looks like to see if 100% done or get

Register involved again to format it. Registration opens April 20th. Erika noticed no horsemanship - forever
or just this year? Darren said SDSU didn’t know what they could do on campus. No
Safety Town as PD & BSD in negotiations yet. PD will take care of marketing if happens. We don’t have
specific answer on swimming lessons at BHS. If get permission & enough staff, then look at classes there.
We can do extra advertising if necessary. Stacy said we’re asking families to sign-up for only 1 session at a
time. According to swim team, they were busy w/swimming lessons so hopefully kids not too far behind.
E. Tree Program – Brookings Urban Forestry Initiative: Dusty said in brochure & Chelsie’s doing press release
–soft, but significant enough. Dusty will probably do presentation at April/May CC Study Session. Dollars
allocated for this year are going to go quick. Erika’s already been sharing. If funds go quickly, City Mgr said
some private donors interested in something like this so Dusty wanted to get it established this year. Maybe
round 2 if funds go quickly.
F. Community Games: Stacy–we didn’t do last year but doing 2021 games & asking for support from the Board
if can get volunteer work to help out, especially on Sat. June 25-27 & might need help on Sunday when all
teams get together. Hoping to get hospital volunteers for 5K & we’re interviewing possibly college intern &
think would be great experience for this person. Erika asked if we want Board to email Ronda w/their
availability? Yes. Dusty said probably biggest thing is to help recruit teams–we’ll reach out to our internal
leagues but hoping on churches, service clubs, businesses, etc. Dusty said been doing 30 years in Kearney
NE & everyone looks forward to it. Dusty thinks great event for community to come back.

A. Relay for Life Request, June 22 @ Pioneer Park: With COVID, didn’t happen last year, looking at come & go
event w/food trucks, set up luminaries w/glow sticks, but not doing walk. Start around 5 PM & end after
dark. We’d wave the fee. Motion by Jay Larsen to approve, Doug Smith seconded; motion carried.
B. Food Truck Use: This spring, starting to see increase w/food trucks using park areas. Dusty talked w/Jake,
Ass’t City Mgr, & there was talk about creating food truck court in 72 hr parking lot. They send request in &
some are becoming regular business location. Erika asked if permit? Yes, like $50/year which is very
nominal, they’re contained, & not using our utilities. Someone approached Dusty to setup portable bike repair
area. Dusty said not at this time but possibly w/bike events. Dusty asking for Board to consider food truck
use- what’s going to stop others from doing transient permit for other things? Erika wonders what Sioux
Falls does, guessing more that $50/year. Dusty’s going to encourage food truck court. We added language
in permits to deny for certain dates. Doug asked who takes care of garbage? Groups are to collect & take
with them. Jay asked about City sales tax? Dusty said they pay it.
C. Larson Ice Center-Hockey Training Area Project: BISA interested in doing fundraiser to remodel E end of
red rink, develop training area for athletes – weight room on lower level, synthetic ice on upper level behind
score board. Similar to other end – add couple spectator boxes. They’d generate us revenue, & in exchange
we’d give them exclusive use but we’d use for programs. They’d operate it, staff it, & clean it. They’d be
responsible for any equipment put in. BISA would get dry land revenue if hockey camp came in while we get
ice revenue. Erika said what happens if BISA leaves facility? We’d still own but have draft memorandum of
understanding. Several iterations of design so nothing to show at this time. Darren–our staff has noticed
teams trying to warm up, trying to find every nook & cranny. Done correctly, they can schedule this as part
of the tourney & place for teams to go instead of being in hallways. Doug asked ultimately City Council
decision? Yes, but Dusty said the Board may have more say as no City dollars going in.
D. Board Member Terms: Dusty had conversations w/Doug & Jay last week & both interested in staying on
Board. Carson’s term done after this meeting. Carson here for summer & fall but not next spring due to
student teaching. Isaac’s term also up. Dusty will check our Ordinance but usually 3 terms are the max.
Erika asked if fully ‘staffed’? Yes. Is number consistent as to other boards? Each board has own number.
Upcoming Programs & Events:
A. Nat’l Guard doing event at DNP Sept 11th. Dusty & Stacy met w/them last week. Dusty might ask him to
attend a meeting.

B. Arbor Day 5K – April 30 at DNP Stacy said. Start at ballfield parking lot, then go around & come back in
the middle, up the hill, back down, & finish on other side. Erika asked if marathon getting rerouted? Yes,
they did & this year’s is May 18thish. John asked about hill, fit for running? Yes, a little narrow but doable
for 2-way traffic. Not a sanctioned race. Event we sponsor w/Prairie Striders & everyone gets a tree.
C. May Meeting Date: May 3, 2021 - Doug asked if here again? Yes, hybrid again.
