HomeMy WebLinkAboutPCMinutes_2022_03_03 JJCity & County Joint Planning Commission Brookings, South Dakota March 3, 2022 OFFICIAL MINUTES Acting Chairperson Tanner Aiken called the meeting of the City & County Planning Commission to order on Thursday, March 3, 2022, at 5:30 p.m. in the Chambers Room #310 on the third floor of the City & County Government Center. City members present were Lee Ann Pierce, Roger Solum, Nick Schmeichel — via telephone, and Aiken. Absent were Jacob Mills, Justin Borns, James Drew, Greg Fargen, and Gregg Jorgenson. County members present were Chairperson Chad Ford, Mike Bartley, Brian Gatzke, Darrel Kleinjan, Neal Trooien, Randy Jensen, Spencar Diedrich, alternate -Roger Erickson. Absent was Kyle V anderwal . Also present were Community Development Director Mike Struck, City Planner Ryan Miller, County Development Deputy Director Richard Haugen, and Luke Muller -First District Association of Local Governments. Item #1— Roll Call Item #3 — Motion by the City Planning Commission to approve the agenda. No action due to no quorum with the City Planning Commission. (Bartley/Trooien) Motion by the County Planning Commission to approve the agenda. All present voted aye. MOTION CARRIED. Item #4 — Motion by the City Planning Commission to approve the February 7, 2022 Joint Jurisdiction Meeting Minutes. No action due to no quorum with the City Planning Commission. (Trooien/Diedrich) Motion by the County Planning Commission to approve the February 7, 2022 Joint Jurisdiction Meeting Minutes. All present voted aye. MOTION CARRIED. Item #5 — Muller reviewed what Concentrated Animal Feeding Operations (CAFO's) are. CAFO's are a lot, yard, corral, building or other area where ten or more animals have been, are, or will be stabled or confined for a total of forty-five days or more during any twelve-month period. The Brookings County Land Use Plan supports a diverse agricultural economy. Several of these operations are generations old. The large operations need to be near good roads and water sources. And there are numerous hobby farms on the fringe of town with animals. Muller discussed: 1) pros and cons, 2) definition of a CAFO in the Joint Jurisdiction Area, 3) map of current location of current CAFO's, 4) why we have them and why at the current locations, and 5) proposed allowance of any new CAFO's in the Joint Jurisdiction Area. Muller explained the Permitted Uses, Conditional Uses and Prohibited Uses that are being proposed in the joint jurisdiction area. Any CAFO over the wellhead protection district is prohibited. Muller also explained what the new distance requirements will be for these farms and covered the setback exemptions. There are some caveats to the ordinance such as: 1) Conforming additions to a nonconforming feedlot as long as it doesn't jump a class size, 2) Waiver from landowner/well owner benefitting from the setback, 3) Waiver from municipality, and 4) Dibbs (ex. if a feedlot is there first and then a house would be planned to be brought in.) Haugen detailed what the subcommittee drafted for the sand, gravel, or quarry operations. Haugen and Struck explained that a subcommittee of both city and county commission members came up with the standards, rules and requirements. Struck stated that the subcommittee spoke with owners of some of these operations. Next meeting: March - 29 @ 5:30 The meeting was adjourned at 6:30 p.m. AFa.
