OFFICIAL MINUTES
Chairperson Greg Fargen called the meeting of the City & County Planning Commission to order on
Tuesday, January 4, 2022, at 7:00 PM in the Chambers Room #310 on the third floor of the City &
County Government Center. City members present were Tanner Aiken, James Drew, Lee Ann Pierce,
Roger Solum, and Fargen. Absent were Jacob Mills, Justin Borns, Gregg Jorgenson and Nick
Schmeichel.
County members present were Chairperson Chad Ford, Mike Bartley, Brian Gatzke, Darrel Kleinjan,
Kyle Vanderwal, Neal Trooien, alternate -Roger Erickson, and alternate -Dale Storhaug. Absent were
Randy Jensen and Spencar Diedrich.
Also present were Community Development Director Mike Struck, City Planner Ryan Miller, County
Development Deputy Director Richard Haugen, and Luke Muller -First District Assocation of Local
Governments.
Item #1— Roll Call
Item #2 — (Solum/Pierce) Motion by the City Planning Commission to approve the agenda. All
present voted aye. MOTION CARRIED
(Vanderwal/Bartley) Motion by the County Planning Commission to approve the agenda. All present
voted aye. MOTION CARRIED.
Item #3a — (Aiken/Pierce) Motion by the City Planning Commission to approve the January 4, 2022
Joint Jurisdiction Meeting Minutes. All present voted aye. MOTION CARRIED.
(Bartley/Erickson) Motion by the County Planning Commission to approve the January 4, 2022 Joint
Jurisdiction Meeting Minutes. All present voted aye. MOTION CARRIED.

Chairperson Greg Fargen called the meeting of the City & County Planning Commission to order on
Tuesday, January 4, 2022, at 7:00 PM in the Chambers Room #310 on the third floor of the City &
County Government Center. City members present were Tanner Aiken, James Drew, Lee Ann Pierce,
Roger Solum, and Fargen. Absent were Jacob Mills, Justin Borns, Gregg Jorgenson and Nick

County members present were Chairperson Chad Ford, Mike Bartley, Brian Gatzke, Darrel Kleinj an,

Item #4a — Muller introduced the previous topic of residences on small acreages. Small acreage lots
would be located on lots with a minimum of three acres. Sixty-one quarter quarters south of town
would be eligible for small acreage lot residences based on the criteria established.
Pierce asked about the quarter quarter section rule. Would an existing farmstead be allowed to sell a
three -acre lot on their existing acreage for another home? Bartley asked to clarify the City's comp plan
regarding future development. Could the residences be clustered? Muller mentioned that this idea had
been discussed and that this could be done but it could end up becoming a subdivision.
Gatzke mentioned concern about building homes within the flood plain. Pierce mentioned that the
areas eligible to build small acreages within the floodplain would be high enough to consider low
density but would not be areas considered for future annexation. Gatzke asked about septics. Muller
mentioned that any small residence established in this new code would be new septics and would be
reviewed during the conditional use permit process.
Bartley discussed the cost restraints that would go into these explaining that these small acreage lots
would be less likely to become affordable housing due to the large acres which increase costs. Gatzke
asked why affordable housing couldn't be built in these areas with county standards like gravel roads.
Drew suggested that an issue arises when developments like this are not built to City standards in the
Joint Jurisdiction Area. Drew would like to continue working on options and agrees that there is a
demand for these types of lots. Muller suggested that the Planned Development concept was discussed
earlier on and could be examined again.
Bartley asked if the joint ordinance updates could be approved without the small acreage lots and then
proceed with planning sessions over the next year to get that figured out and amend it at a later time.
