March 10, 2022 Minutes
A meeting of the Brookings Historic Preservation Commission was held on Thursday, March 10 2022 in
the Brookings City & County Government Center. Members present: Matthew Weiss, Janet Merriman,
Jon Stauff, Janet Gritzner, Paula Carson, Tom Thaden and Kyle Nelson. Also present were Mike Struck,
Community Development Director and City Planner Ryan Miller.
Weiss called the meeting to order at 6:03 p.m. Weiss asked to add an item to the agenda to discuss a
board liaison to the Public Arts Commission. A motion was made by Merriman and seconded by Gritzner
to approve the agenda. All present voted aye.

11.1 Review Updates.
418 Main Avenue – Miller summarized the 11.1 review for 418 Main Avenue includes window
replacements that will match the replacement done at 416 Main Avenue.
Review and Approval of 2021 Annual Report
Miller reviewed the draft 2021 Annual Report. Gritzner suggested that the progress on historic district
plaques should be increased to twenty percent complete. Merriman suggested including the updates to
the contractor’s guide for window replacements. Thaden suggested that the University Historic District
brochures project is forty percent complete.
A motion was made by Merriman and seconded by Carson to approve the 2021 Annual Report with the
suggested changes. All present voted aye.
Upcoming Events.
2022 CLG Conference: March 30 – April 1. Miller reminded those planning to attend to keep all
receipts for travel and registration expenses.
The South Dakota History Conference is April 22 – 23 in Pierre.
The 2022 National Association of Preservation Commissions (NAPC) Forum conference will be
held July 13 – 17 in Cincinnati.
Other Items & Reports.
a. Draft 2022-23 CLG Grant Application
Miller reviewed the draft application and budget for the 2022-23 CLG grant. Merriman suggested
decreasing the amount allocated to Mayor’s Awards and reallocating elsewhere. Miller will make
the suggested changes and submit the grant application by the end of the month. Stauff asked
how the commission hours are determined. Miller explained that he will review the donated
service forms in order to estimate the commission hours for this grant.
b. CLG Report – May 31st
No discussion.
c. Special Projects Updates
I. University Residential Historic District Plaques

Gritzner has contacted and visited houses on the Avenues and left materials. Gritzner
plans to begin working on the Streets. Weiss asked if there were any volunteers to help
Janet with this project. Nelson and Carson are interested in helping.
II. Flyers Distribution
Merriman mentioned that flyers are now in the Visitors Center. Carson mentioned that
McCrory Gardens and the Library want some. Gritzner mentioned that the Art Museum
as accepted having some. Carson will take the lead with Gritzner assisting.
III. Library Display of Bob Pengra models for Historic Preservation
The models could be set up on Saturday April 30 at the Library. Merriman will pick the
models up from City Hall on Friday, April 29.
d. Public Education Subcommittee Updates
I. Facebook Efforts
Stauff has been added as an administrator on the Facebook page to assist with efforts.
II. Ad Campaign in Register / Shopper
Miller contacted both the Brookings Register and the Town and Country Shopper. Both
provided initial quotes and deadlines to print for Historic Preservation Month in May. The
preference would be to place ads in the Shopper and then the Register if budget allows.
e. City Connections Subcommittee Updates
I. Survey of Potential Resources from SDSU Geography Department
Gritzner mentioned that there is some commitment from SDSU to support this through a
student project. $1,000 was budgeted in the grant application towards survey work.
II. Sustainability Committee review of 2004 Downtown Brookings Guidance Document
Merriman suggested that a review could be coordinated sometime this summer.
Merriman asked if there were any volunteers from the BHPC. Weiss volunteered.
f. DEDIF Letter to Property Owners
Weiss mentioned that letters were recently sent out. Merriman will share on Facebook.
g. Public Arts Commission liaison
Nelson is interested in serving as the liaison and can attend the first meeting.
Next Scheduled Meeting
The next meeting will be May 12, 2022.
A new member has been appointed. Sam Krueger can begin attending in April.
Motion by Merriman to adjourn at 7:33 p.m.
