HomeMy WebLinkAboutBHPCMinutes 2022_01_13Brookings Historic Preservation Commission January 13, 2022 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday January 13, 2022 in the Brookings City & County Government Center. Members present: Matthew Weiss, Janet Merriman, Jon Stauff, Janet Gritzner, Paula Carson and Tom Thaden. Kyle Nelson was absent. Also present Mike Struck, Community Development Director and City Planner Ryan Miller. Weiss called the meeting to order at 6:08 p.m. A motion was made by Stauff and seconded by Merriman to approve the agenda. All present voted aye. A motion was made by Merriman and seconded by Gritzner to approve the December 9, 2021 minutes. Carson abstained. All else present voted aye. New Member Introduction. New member Paula Carson introduced herself followed by introductions from those present. 11.1 Review Updates. Miller provided an update on recent 11.1 Reviews completed by State Historic Preservation Office (SHPO).  416 9th Avenue – Replacement of two rear facing windows. Upcoming Events.  Annual Park Service Report due January 31, 2022.  2022 CLG Conference: March 30 – April 1. More information on registration will be shared when available.  May is Preservation Month  A free webinar on advocacy and grassroots of historic preservation will take place on January 20. Miller has registered to participate and any members are welcome to join. Professional credits may be available for participants. Other Items & Reports. a. National Parks Service Report Struck reviewed the annual report which summarizes projects, goals, 11.1 reviews and minutes from the previous year. Struck asked if there were any changes or additions that may be needed. Struck mentioned that the report will be added to the website after it has been accepted by SHPO. b. City Annual Report Miller explained that the annual reporting requirements for volunteer boards may have changed since last year. Struck stated that we will know more in the following weeks regarding what will be required. c. Special Projects Update I. University Residential Historic District Plaques Gritzner has a spreadsheet of contributing properties with owner information. Letters could be sent to these properties but BHPC return address labels would be needed. Flyers Distribution Thaden is in the process of updating the South Dakota State University flyer and hopes to have it ready for printing next year. Gritzner mentioned that she had distributed some flyers to Volga and antique shops. Thaden suggested the possibility of a free little library where flyers could be located. Stauff asked if any flyers have been sent to the Ag or Art museums. Gritzner stated that flyers have been sent to the Ag museum but approval would be needed to place them in the Art museum. Other suggested locations included McCrory Gardens and the Interstate 29 rest stop south of town. III. Library display of Bob Pengra models for Preservation Month The Library has approved displaying the models there during the month of May. Volunteers will be needed to set the display up. A suggestion was made to display the models in City Hall the month before or after as well. A written explanation of the models with credit to Bob Pengra will need to be created to place alongside the models. Gritzner and Merriman volunteered to help. d. Public Education Subcommittee Updates I. Facebook efforts No update. II. Year 1 Work Plan action item estimates Merriman stated that estimates include $4,500 per year for an intern, $500 for a welcome packet for residents in a historic district and $500 for an open house. e. City Connections Subcommittee Updates I. Year 1 Work Plan action item estimates Weiss stated that estimates include $1,000 for sustainability, $500 for economic development, $1,000 for future surveys, $500 to maintain and promote the Downtown Economic Development Incentive Fund, $1,500 for the Mayor’s Awards and $2,500 for incentives. Stuck suggested that there be focus on narrowing down a few projects that can be accomplished in year one. Weiss asked the subcommittees to re-evaluate and see if some of the priorities can be combined or moved to year two. Future Meeting Schedule & Time  The next meeting will be February 10, 2022.
