ACTION TO APPROVE THE AGENDA -Action: Motion to Approve, Roll Call 4. OPEN FORUM -At this time, any member of the public may request time on the agenda for an item not listed or to make a brief announcement or invitation. Items will be scheduled at the end of the meeting. Individuals are asked to state their name and address for the record. 5. CONSENT AGENDA -Action: Motion to Approve, Request Public Comment, Roll Call Matters appearing on the Consent Agenda are expected to be non -controversial and will be acted upon by the Council at one time, without discussion. At the request of any one Council Member or the City Manager, an item may be removed from the Consent Agenda and placed on the regular agenda whenever additional discussion on an item is necessary. Items removed from the Consent Agenda will be discussed at the beginning of the formal items. 5. Presentation: -Brookings Police Department Foundation presentation, to the City of Brookings, of funds for the purchase of a drone for the Brookings Police Department. 7. CONTRACTS / CHANGE ORDERS - 7.A. Resolution 22-019 Bid Award: 2022-07STI Freight On Board Asphalt Material Accepted Bid: Bowes Construction Inc. -$88,850.00 Action: Motion to Approve, Request Public Comment, Roll Call- 8. ORDINANCES – FIRST READINGS -No vote is required on the first reading of an Ordinance . The title of the Ordinance is read. Public Comment and Council discussion is permitted. The date for the second reading or public hearing is announced. 8.A. Ordinance 22-011 Authorizing Supplemental Appropriation #3 to the 2022 Budget. Second Reading and Action: April 19, 2022- CIP Fund Amount Park & Recreation Department Donation $ 164,000 From BISA to fund Video Board System Total $164,000 General Fund Amount Human Rights Commission Subsidy $2,000 Purchase of additional diversity signs Total $2,000 9. Action: Open & Close Public Hearing, Motion to Approve, Roll Call- Location: Christine Avenue and 20th Street South(North of the Fishback Soccer Complex) Site Plan – Bisson Dental 9.B. Transfer On-Off Sale Malt License Request to transfer an On-Off Sale Malt License for the Sully’s Irish Pub from B&L Sullivan, Inc. to 3 Guys LLC, 421 Main Avenue. Action: Open & Close Public Hearing, Motion to Approve, Roll Call- Location: Sully’s Irish Pub 421 Main Avenue 9.C. Resolution 22-024 Resolution Authorizing the City Manager to enter into an Operating Agreement for an On-Sale Liquor Operating Agreement for 3 Guys LLC dba Sully’s Irish Pub, Brett Gomes, Shawn Nordbye, and Robert Sundet, owners, 421 Main Avenue. Action: Open & Close Public Hearing, Motion to Approve, Roll Call- Location: Sully’s Irish Pub 421 Main Avenue 10. OTHER BUSINESS - 10.A.. Resolution 22-023 Resolution Amending the Building Permit Fees for Public Projects. Action: Motion to Approve, Request Public Comment, Roll Call- 11. CITY COUNCIL MEMBER INTRODUCTION OF TOPICS FOR FUTURE DISCUSSION.-Any Council Member may request discussion of any topic at a future meeting. Items cannot be added for action at this meeting. A motion and second is required which states the topic, requested outcome, and time frame. A majority vote is required. 12.
