HomeMy WebLinkAboutE911Minutes_2019_10_17EAST CENTRAL REGIONAL COMMUNICATIONS COUNCIL E911 MEETING Thursday, October 17, 2019; 8:30 a.m. City & County Government Center Room 241 (2rd Floor) 307 3rd Avenue Board members present: Mike Bartley (County Commission), Patty Bacon (City Council), and Larry Jensen (County Commission) Others present: Dave Erickson (BPD), JoLynn Longville (Communications), Marty Stanwick (SO), Darrell Hartman (Fire Dept.), Stacy Steffensen (Commission Dept. Director), and Jacob Meshke (Assistant to the City Manager) Members Absent: Paul Briseno (City Manager) and Bob Hill (County Emergency Management/Zoning). Others present: Call to order: Meeting was called to order by Bartley. Bacon / Meshke moved to approve the minutes of the July 2019 meeting. All present voted aye. Motion approved. Adoption of agenda: Bacon/Jensen made the motion to approve the agenda. Bills: Erickson reviewed non-recurring bills from July 2019 through September 2019. Jensen / Bacon moved to approve non-recurring bills. All present voted aye. Motion approved. Quarterly Numbers: Longville provided an overview of the quarterly numbers. Old Business: D. Hartman asked if the tower site been installed. M. Bartley stated it has and are waiting on a cabinet to enclose the electronics. D. Hartman heard the reception is better. J. Longville added communication is good in White, but still experiencing problems in Elkton. D. Hartman commented one can’t move the repeater farther away and expect it to work better. J. Longville mentioned Sioux Falls Two Way mentioned there was another repeater in White causing interference, but are unsure of the location. J. Longville will look into this further and report back. Discussion on the location of the back-up dispatch center: M. Bartley asked for an update on the location of the back- up dispatch center. D. Erickson has visited with SDSU. This is not an ideal location, with City/County property located on state property and in a state facility. There was talk about using the east fire station on 6th Street. This location has advantages being centrally located, and if have to move out of the PD building the EOC would move out there as well. This also keeps the location on City property. Sioux Falls Two Way will be providing a quote. Estimate cost around $300,000. M. Bartley asked about Swiftel Center being the location. D. Erickson stated the east fire station is a secure building and is centrally located. New Business: Update on Fire Radio Maintenance issue: D. Erickson stated the bay station radio was replaced but are still having issues. D. Hartman explained City Fire is having issues communicating with dispatch. D. Erickson said Sioux Falls Two Way will have to come up and investigate this issue. Update on Personnel: J. Longville stated they are fully staffed. Two dispatchers are currently undergoing training. The Chief met with the city manager to discuss hiring a temporary Full Time employee to help fill gaps while the new dispatchers are in training. They are currently overstaffed with the temporary person, but are saving on overtime. The temporary employee will work through the mid-December. If needed, there are savings to be had with having a temporary employee, versus paying overtime. Member reports:  Next meeting: Thursday, January 16, 2020 at 8:30 AM.  Regular quarterly meetings are held in January, April, July, and October on the third Thursday of the month.
