HomeMy WebLinkAboutTSCMinutes_2021_12_091 BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, 520 3rd Street Room 300 (3rd floor) Thursday, December 9, 2021 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, December 9, 2021 at 12:10pm in the City & County Government Center, Room 300. Members Present: Lewayne Erickson, Justin Bucher, Charles Schnabel, Don Norton, Jacob Meshke, Charlie Richter, and Jeremy Linstad. Members Absent: Jake McGlade, Dave Erickson, Kacie Richard, Brian Lueders, Gary Gramm, Stacy Perry, and Tim Heaton. Others Present: Call to Order: L. Erickson called the meeting to order. Approval of Minutes: D. Norton / J. Bucher made a motion to approve the minutes from the October meeting. All present voted aye. Motion passed. Additions to Agenda: Old Business: Discussion on sight distance coming out of River Run Addition onto 20 th Street South. C. Richter stated when exiting this addition on Rapid Valley Avenue there is an obstruction to the west due to the hill. A speed study was conducted and the average speed was 43 mph. C. Richter suggested a caution sign stating a hill blocks the view with 25mph sign advisory for eastbound traffic. D. Norton/ J. Meshke made the motion to install a warning sign stating a hill blocks the view with a 25 mph sign advisor. All present voted aye. Motion passed. Discussion on Stop Sign request at 9th Street and 9th Avenue C. Richter stated parked vehicles along the north side of 9th Street make for poor visibility when vehicles travel southbound on 9th Avenue. The request for a 4-way stop at this intersection, installing Stop Signs on 9th Street. J. Bucher/ C. Schnabel made the motion to install stop signs with temporary flags. All present voted aye. Motion passed. New Business: 2 Discussion on Stop Sign request for 8th Ave and 9th Street C. Richter received a message from a concerned citizen about poor visibility at this intersection. C. Richter reviewed the MUTCD manual and this intersection does not meet the warrants for stop signs but we can install yield signs. D. Norton /J. Meshke made a motion to place a yield sign on 9th Street. All present voted aye. Motion passed. Request for increased traffic measures on 7th Ave between 15th Street South and 20th Street South in anticipation of the opening of the 15th Street South and 7th Ave intersection D. Norton is concerned about the vehicles traveling at high rates of speed on 7 th Avenue South. Currently, there are no speed limit signs posted for a five -block stretch. D. Norton is requesting 25 mph signage signs installed, Children at play signage, and a 4-way stop sign at Hunters Ridge and 7th Avenue. C. Richter stated we cannot install stop signs for speed control. He also mentioned Children at play signage are typically up around schools and parks. C. Richter will look at the traffic data and stated in the future when the 15th Street project is complete this area may meet the MUTCD guidelines. J. Meshke /C. Schnabel made the motion to install a 25 mph sign on 7th Avenue by 20th Street South. All present voted aye. Motion passed. Request by the Fire Department to paint “Don’t Block the Box” hatching in from of the East Fire Station on 20th Avenue. J. Linstated stated when the light turn’s red on 20th Avenue the traffic blocks the exit for the fire trucks. C. Richter stated this type of signage is acceptable by MUTCD. J. Bucher would like to see them painted at all the fire stations. J. Meshke said we could do this one they requested as a pilot. J. Bucher/ J. Meshke made the motion to paint a Big X on the street, with appropriate signage in front of the exit of the fire station on 20th Avenue. All present voted aye. Motion passed.
