HomeMy WebLinkAboutAirMinutes_2021_09_16Brookings Regional Airport Board Brookings, SD 57006 September 16, 2021 The Brookings Airport Board was called to order by Brian VanLiere on Thursday, September 16, 2021 at 3:30 PM in Community Room #300, Third Floor. Members present were Brady Klocker, Judy McLaughlin, Ory Smidt, Riedesel and VanLiere. Also present were Airport Manager Matthew Sommerfeld, Airport Maintenance Technician Lucas Dahl, City Engineer Charlie Richter, FBO - Randy Hansen and Paul Hanusa and SDSU - Chris Funk and Devin Bastemeyer. Item #1 - Roil Call Item #2 - (Riedesel/Smidt) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #3 - (Klocker/McLaughlin) Motion to approve the August 19, 2021 minutes. All present voted aye. MOTION CARRIED. Item #4 - The next scheduled meeting date is Thursday, October 21, 2021, at 3:30 p.m. Item #5 - Hangar Development - Hansen explained that the plans and specs are done for the SDSU hangar. They plan to open bids on September 24th. October 18th is the scheduled date to break ground. Site work, concrete and any underground infrastructure will be in place before Winter. The steel should be here and the building should start being constructed next Spring. Hansen explained that they met with the City DRT team and a drainage study was brought up as being required. Richter explained that a drainage plan is required, airport land is not exempt from being required to complete a drainage plan. City staff is working with Helms & Associates to complete this study. It would be good to have a drainage plan complete on the whole airport and not just a portion of the airport where this hangar is being built. Staff is looking at options. Funk suggested they look into Federal Funding availabilities to help with a drainage plan for the whole airport. VanLiere wondered when the City will know the costs and timeline for this? Richter stated that they have a meeting scheduled with Helms on September 21st. VanLiere asked who has final approval to determine if the study that Helms provides is adequate, Richter stated the City will make a final decision on the study from Helms. VanLiere agrees that a drainage study on the whole airport would be a benefit rather than completing a study on each hangar when being built. Item #6 - Airport Manager's Report - Sommerfeld reported that the RADAR testing was successful and is complete. The terminal building has a leak in the roof that they just detected. Sommerfeld has talked with some people regarding have a community run on the runway. This would bring people to the airport that typically wouldn't visit. With this event, they could also have aircraft available for people to look at. Funk stated that if they want to close the airport for a nonaeronautical use, the FAA will not approve the request. They would need to figure out a way to keep the airport open to get this approved. Item #7 - Helm's Updates - Sommerfeld reported that the seal coating has been applied. They are waiting for markings yet. Sommerfeld plans to open the runway tomorrow if there isn't any rain. Markings will be done within a couple of weeks. Items #8 - SDSU Report - Funk reported that they have added some additional aircraft to their fleet. Currently they have 120 students flying. Item #9 - FBO Report - Hanusa reported that the RADAR testing made for a busy airfield. They were able to sell a significant amount of fuel while they were there. The Jacks Bash brought several flights and people to the airport and they purchased a significant amount of fuel also. Items #10 - Other Items & Reports - Funk reported that the Aeronautics Commission met today. The Commission is still receiving a significant amount of funds from the CARES act.
