December 11, 2017 Minutes
A meeting of the Comprehensive Master Plan Advisory Committee was held on Monday, December 11,
2017 at 5:00 p.m. Members present: Chair Keith Corbett, Kristi Tornquist, David Odens, Doug
Carruthers, Beth Niemeyer, Lee Ann Pierce, and Paul Von Fischer. Attendance: Amy Haase, Project
Manager, RDG Planning & Design via web conference. City staff present: Mike Struck, Community
Development Director; Jackie Lanning, City Engineer; Jeff Weldon, City Manager; Kevin Catlin, Assistant
City Manager; and Staci Bungard, City Planner.
Chair Corbett called the meeting to order at 5:00 p.m. A motion was made by Odens, seconded by
Pierce, to approve the agenda. All present voted yes; motion carried. A motion was made by Odens,
seconded by Tornquist, to approve the minutes from November 13, 2017. All present voted yes; motion
carried.
Discussion on Future Land Use Plan.
Amy Haase showed the committee the updated Future Land Use Map. The following topics were
discussed:
Haase explained the use of groundwater and soil suitability maps to help determine which land
should be placed in open/wetlands category
RDG is recommending the addition of a geotech report at the Preliminary Plat stage to look at
groundwater and soil suitability
Urban Reserve land should be reserved for future urban density growth when utilities are
extended to the site (leave land zoned AG until services are available for development)
Large lot development in Joint Jurisdiction area should be reserved for select areas and be
where utilities are available (north along Medary Avenue across from SDSU facilities)
Large lot development should follow ‘Build through Acreages’ concept
Revise the map to include some low/medium intensity along Main Avenue S. (south of 32nd
Street S.
Envision Joint Jurisdiction area along Main Avenue S. to be low density residential with some
low/medium intensity
Recognize the Main Avenue S. corridor (south of 32nd Street) as a gateway to community
Add additional information on how to address impacts of floodplain fill and detention areas
Automatic expansion of the Joint Jurisdiction area is recommended so as community grows via
annexations, the Joint area doesn’t keep shrinking
Committee will review the draft Comprehensive Plan and contact staff with any
comments/questions
Meeting Schedule. No meeting scheduled. Once the committee is comfortable with the draft, a Public
Open House will be scheduled.
