October 16, 2017 Minutes
A meeting of the Comprehensive Master Plan Advisory Committee was held on Monday, October 16,
2017 at 5:00 p.m. Members present: Chair Keith Corbett, Kristi Tornquist, Angela Boersma, Ben Stout,
Benjamin Kleinjan, David Odens, Doug Carruthers, Beth Niemeyer, Brenda Schweitzer, Lee Ann Pierce,
and Paul VonFisher. Attendance: Amy Haase, Project Manager, and Nick Klimeck, Project Planner, both
from RDG Planning and Design. City staff present: Mike Struck, Community Development Director;
Jackie Lanning, City Engineer; Jeff Weldon, City Manager; and Staci Bungard, City Planner.
Chair Corbett called the meeting to order at 5:00 p.m. A motion was made by Pierce, seconded by
Odens, to approve the agenda. All present voted yes; motion carried. A motion was made by Odens,
seconded by Stout, to approve the minutes from September 11, 2017. All present voted yes; motion
carried.
Review and Discussion on Future Land Use Plan/Map.
Amy Haase and Nick Klimeck provided an overview of the Future Land Use Map. The discussion focused
on the following topics:
Amending the area along 7th Street that was recently acquired by SDSU from Medium Density
Residential to Medium Intensity Urban to allow for a larger mix of uses based on intensity
Showing the future 15th Street South connections on the map
Discussion on land in the floodplain and areas with a high ground water table and how to
manage development in these areas
Amending the 6th Street Urban Strategy Area to show residential uses along 5th Street
Plan Elements.
Amy Haase and Nick Klimeck provided a summary of the draft Housing and Neighborhood and
Transportation section of the plan. The following topics were discussed:
Growth rate is steady and has averaged about 1.75% per year since 1960
Affordable/workforce housing is needed in the community
A non‐profit housing developer could increase the variety of housing types/prices on the market
Due to a strong demand and limited supply of homes, buyers do not have much selection
Emphasize connectivity throughout City
Encourage infill development by offering incentives such as density bonuses, TIF, etc.
Increase awareness of BATA program in community
Look at complete street designs
Consider the intensity of land uses to determine their compatibility
Evaluate requiring a Traffic Impact Analysis for larger projects
Updated copies of these sections will be emailed to the committee members later this week
Meeting Schedule. Next meeting will be Monday, November 13, 2017 at 5:00 PM.
