August 10, 2017 Summary of Discussion
A meeting of the Comprehensive Master Plan Advisory Committee was held on Thursday, August 10,
2017 at 5:00 p.m. Members present: Vice Chair Kristi Tornquist, Angela Boersma, Brenda Schweitzer,
and Ben Stout. Others in attendance: Amy Haase, Project Manager, Nick Klimek, Project Planner, and
Marty Shukert, Principal, from RDG Planning and Design. City staff present: Mike Struck, Community
Development Director; and Staci Bungard, City Planner.
Approval of May 15, 2017 Minutes.
Due to the lack of a quorum, the minutes were not approved.
Review of July 12, 2017 Comprehensive Plan Workshops and Meetings.
Amy Haase, Nick Klimek, and Marty Shukert provided an overview of the July 12, 2017 public workshop
sessions. The discussion focused on the following topics:
Long‐term development demands will result in Brookings jumping the floodplain to either the
north or south
Growth to the north may be beneficial for utility extensions and has a higher elevation, but
much of the land is owned by SDSU
Moving the airport is not feasible at this time
Denser development helps preserve land area
Importance of good street connectivity
Comprehensive Plan will provide land use guidance
Summary of August 9, 2017 Workshop.
The following items were discussed:
Land uses were not as important to citizens as the physical environment along Main Avenue
South
Landscaping and pedestrian improvements were common themes related to Main Avenue
South
Four categories of development along 6th Street (Residential Scale Preservation, Medium
Density Redevelopment/Rehabilitation, High Density Redevelopment/Rehabilitation, and
Development Nodes)
Residential Scale Preservation would allow for a mix of residential and lower volume business
uses in the footprint of the existing structure. The setbacks, historical homes, scale of
development would all be preserved.
Medium Density Redevelopment would include small lot single‐family and townhome type
development
High Density Redevelopment would allow for more intense land uses and densities
Development Nodes are areas that have attributes to support natural centers of activity and
place making (1st Avenue near Pioneer Park, 3rd Avenue near the City Plaza, Medary)
Discussion on renderings for 6th Street corridor, a potential design for the Hanson Research
property, and ideas for the Brookings Marketplace
Traditionally mixed use parking requirements are too high leading to inefficient design
Parking on the 6th Street corridor should be masked
