July 13, 2017 Summary of Discussion
A meeting of the Comprehensive Master Plan Advisory Committee was held on Thursday, July 13, 2017
at 5:00 p.m. at the Brookings High School. Members present: Angie Boersma, Dave Odens, Lee Ann
Pierce, Paul Von Fischer, Doug Carruthers, Jessica Garcia Fritz, Beth Niemeyer, and Ben Kleinjan. Amy
Haase, Project Manager, and Nick Klimek, Project Planner, were both present from RDG Planning and
Design. City staff present: Mike Struck, Community Development Director; and Staci Bungard, City
Planner.
Amy Haase, Nick Klimek, and Marty Shukert discussed some common themes from the public
workshops held on July 12, 2017. In addition, Marty Shukert presented a draft comprehensive plan map
to the committee.
Approval of May 15, 2017 Minutes.
Due to the lack of a quorum, the minutes were not approved.
Review and Discussion of July 12, 2017 Comprehensive Plan Workshop.
The discussion focused on the following topics:
Good turnout at the public sessions
Need for smaller homes on smaller lots
Future workshop on 6th Street and Main Avenue corridors needed
Nature Park and Larson Park great adaptive reuse projects
Land use constraints offer an environmental approach by using greenspace and wetlands
Recreation trails offer connectedness throughout City
Street connectivity is an issue, especially in the southern part of the City
Trail Ridge could be extended to connect a circular route to 32nd Avenue
17th Avenue South could connect to the south creating a circle to Medary Avenue
Intensity based land use rather than single land uses
Brookings has both vertical and horizontal mixed use projects
Need to focus on a range of commercial uses that are compatible with residential and create
location and transitional criteria
Comprehensive Plan will provide transitional land use guidance
Gravel pits could be connected to make a string of lakes that would be attractive for future
residential development
Could have some high density housing along the Interstate north of the Brookings Marketplace
A future street connection to 44th Street South could open up land for development
Brookings will eventually need to jump the floodplain to either the north or south for continued
growth
More dense development will help preserve the available developable land
Redevelopment is very important
Good idea to connect 7th Avenue South and 15th Street South
Main Avenue South lacks identity
Connect jobs and residential on the east side with some commercial development as a buffer
Loops are better than cul‐de‐sacs
Getting a secondary street network in place is very important
Meeting Schedule. Next meeting will be August 10, 2017 at 5:00 PM. The next public workshops will be
held on August 9, 2017.
