A meeting of the Comprehensive Master Plan Advisory Committee was held on Monday, March 13, 2017
at 5:30 p.m. in the Brookings City and County Government Center. Members present: Keith Corbett, ,
Ben Stout, Kristi Tornquist, Angie Boersma, Dave Odens, Lee Ann Pierce, Paul Von Fischer, Doug
Carruthers, Kevin Benham, and Jessica Garcia Fritz.. Amy Haase, Project Manager, and Nick Klimek,
Project Planner, were both present from RDG Planning and Design. City staff present: Mike Struck,
Community Development Director; Jackie Lanning, City Engineer; and Staci Bungard, City Planner.
Chair Corbett called the meeting to order at 5:00 p.m. and the committee approved the March 13, 2017
Meeting Minutes. Chair Corbett then turned the meeting over to Amy Haase and Nick Klimek to discuss
the common themes from the April 18 & 19, 2017 stakeholder and kick‐off meetings.
Debriefing of Stakeholder Meetings and Community Kick‐off Meeting.
Low number of homes on the market (70 homes on market)
Shortage of tax credit or low‐income housing units, especially for families
Abundance of senior housing options
Housing cost perception vs. reality
Rental inspection program is beneficial but we still have unsafe homes/rentals
Need an alternative place for lower income citizens
Lots of discussion about BATA and the need for increased public education and awareness about
the services that are provided
Bike implementation plan will improve connectivity
Many discussions about 20th Street South Interchange idea
211 program was designed to help community find services
Increase communication methods for citizens
Need to look at future growth areas and 3 mile joint area and have aclear vision for growth
Factors influencing growth: infrastructure, utilities, stormwater, high water table, floodplain
Long‐term concerns over utility extension policies and on‐site detention
Wellhead protection zones are very important for clean drinking water
Need for Indoor Recreation Center
How will parks be funded in the future?
Discussions on moving toward a regional detention system
Overall many felt that Brookings is a good place to be with a high quality of life
How can we promote connectivity in new subdivisions and growth?
Promote density in some areas to conserve land
More attention needed for mental health issues
Leverage talent from SDSU to bring in businesses and skilled jobs
Other Items. Committee participation needed for community contacts for additional stakeholder group
meetings.
