A meeting of the Comprehensive Master Plan Advisory Committee was held on Monday, March 13, 2017
at 5:30 p.m. in the Brookings City and County Government Center. Members present: Keith Corbett, ,
Benjamin Kleinjan, Brenda Schweitzer, Ben Stout, Kristi Tornquist, Kate Treiber, Angie Boersma, Robert
Watrel, Dave Odens, Lee Ann Pierce, and Paul Von Fischer. Amy Haase, Project Manager, and Nick
Klimek, Project Planner, were both present from RDG Planning and Design. City staff present: Mike
Struck, Community Development Director; Kevin Catlin, Assistant to the City Manager; Jackie Lanning,
City Engineer; Mike Struck, Community Development Director; and Staci Bungard, City Planner.
Chair Corbett called the meeting to order at 5:04 p.m. and introduced Amy Haase and Nick Klimek,
Comprehensive Plan consultants from RDG Planning and Design.
Review Project Schedule.
Amy Haase provided an overview of the Comprehensive Plan process and schedule. She explained the
many opportunities for public comment and the importance of the Comprehensive Plan and community
input. Amy stated the project team will be in Brookings on a monthly basis. The committee reviewed
two cover designs to help establish the project identity and generally agreed on the abstract design
showing Campanile Tower, Children’s Museum of South Dakota, and art at the Brookings Art Council.
The committee will approach SDSU for permission to use Campanile Tower in the design.
Priority Discussion.
Amy and Nick discussed the significance of identifying community priorities in the Comprehensive
Planning process. The following priorities, opportunities, and ideas for a successful project were
discussed:
Comprehensive Plan should be useful and reference for the next 15‐20 years
Comprehensive Plan should coordinate with Master/Strategic/Facilities Plans for the School
District, SDSU, County, City, etc.
Comprehensive Plan should set action items and priorities
Process should embrace public engagement and engage participation from many different
groups/individuals
Go to the community and local groups for input
Look for opportunities for infrastructure expansion
Look at expanding bus service and encouraging multi‐modal transportation
Capitalize on plentiful job opportunities to recruit and retain workforce
Encourage entrepreneurship and better utilize research/technology from SDSU
Address lack of developable land by increasing density, looking at land to northwest, expanding
utilities, etc.
Facilitate better communication between the City and BMU
Capitalize of resident expectations to promote Brookings and make some changes
Look at areas that may need more City services, parkland, etc.
Use and strategically add trails for destination rather than just recreation
Public Engagement.
Amy and Nick went over the draft survey and added a few topics. The focus group list was also
reviewed and amended. Amy asked the committee to use their community contacts to create a list of
people to invite to the stakeholder group meetings on April 18th and 19th. Committee members can
send their list of names and contact information to City staff by March 24, 2017. Staff will then compile
a master list so invitations can be sent out for the stakeholder group meetings.
Meeting Schedule. Next meeting will be April 19, 2017 at 5:00 PM.
