A meeting of the Comprehensive Master Plan Advisory Committee was held on Monday, January 29,
2018 at 5:00 p.m. Members present: Chair Keith Corbett, Kristi Tornquist, David Odens, Doug
Carruthers, Beth Niemeyer, Lee Ann Pierce, Brenda Schweitzer, Kate Treiber and Ben Stout.
Attendance: Amy Haase, Project Manager, RDG Planning & Design via web conference. City staff
present: Mike Struck, Community Development Director; Jackie Lanning, City Engineer; Jeff Weldon,
City Manager; and Staci Bungard, City Planner.
Chair Corbett called the meeting to order at 5:00 p.m. A motion was made by Odens, seconded by
Schweitzer, to approve the agenda. All present voted yes; motion carried. A motion was made by
Tornquist, seconded by Odens, to approve the minutes from December 11, 2017. All present voted yes;
motion carried.
Discussion on Draft Comprehensive Plan.
Amy Haase provided an overview of the format of the Comprehensive Plan and how the chapters are set
up with recommendations, case studies, and plan implementations. Discussion was opened up to the
Committee on items of concerns, questions, etc.
Tornquist asked if the Chapter Intro’s could be worded more consistently and to clarify the
concepts of Big Ideas vs. Goals and Policies. Asked that the Plan addresses parking, especially
in residential areas around the university. Hasse responded some of the parking is addressed
within the land use intensity sections/form sections, but will incorporate more language
addressing parking.
Weldon felt it would be appropriate to align parking references to various land use sections.
Pierce has concerns with lack of growth/acknowledgement of joint jurisdiction zoning within
the joint jurisdiction area. Suggested language be added to encourage the City and County
work cooperatively on a joint jurisdiction zoning ordinance. Haase responded large lot
development can occur within the joint jurisdiction area provided it is done in a way that allows
the municipality to expand urban services in an efficiently manner through the area.
Carruthers would like to see a “cheat sheet” with consolidated action items for each of use.
Pierce raised the questions of how often should the Plan be evaluated and by who. Struck
responded staff review the Plan annually for consistency with development patterns. Haase
suggested the review can occur by the Planning Commission as they are the body working most
closely with the Plan. Carruthers wanted to make sure the review occurs in a manner that
ensures the Plan is synced with the vision of the community and suggested it may be a small
committee similar to the CMPAC that would review the Plan every 5‐10 years to make sure a
vast cross section of the community is represented.
Tornquist suggested the Sustainability Plan should be referenced with the Comp Plan.
Weldon wanted to make sure recommendations for parks dedication/revenue opportunities
are consistent with statutory regulations. Interested in expanding language on public art as it is
a priority of the City Council via establishment of the Public Art Fund.
Carruthers asked if there was a better way to portray Figure 2.12 Housing Affordability to make
it easier to understand. Haase indicated they have been working on this for some time to
determine the best way to portray the information and regardless of graphics, will require text
to clarify.
Pierce wondered if there was sufficient information in the Plan concerning the Downtown
Area. The consensus of the committee is the Downtown is doing well, however, we want to
make sure we don’t do something inadvertently with the Plan that hurts Downtown. Haase
explained the Downtown was doing well and the discussions during focus group meetings and
open houses pertained to those areas adjacent to the Downtown. RDG will look at additional
opportunities to strengthen text portions of the document related to the Downtown.
Haase asked CMPAC members to please attend the open house on February 12th if your
schedule allows as CMPAC members will be ambassadors for the Plan and can assist RDG and
staff with managing the room, answering questions from the public, etc.
Motion by Tornquist, seconded by Carruthers to endorse the draft Comprehensive Plan with changes
based upon the discussion.
Struck informed the CMPAC an open house is scheduled for Monday, February 12th in the Council
Chambers at the Brookings City/County Government Center. There will be two sessions: 12 – 1:30 PM
and 5:15 – 6:45 PM.
Motion by Carruthers, seconded by Treiber to Adjourn.
