HomeMy WebLinkAboutPCMinutes_2021_09_07 JointCity & County Joint Planning Commission Brookings, South Dakota September 7, 2021 OFFICIAL MINUTES County Chairperson Chad Ford called the meeting of the City & County Planning Commission to order on Tuesday, September 7, 2021, at 7:00 PM in the Chambers Room #310 on the third floor of the City & County Government Center. City members present were Tanner Aiken, James Drew, Jacob Mills, Lee Ann Pierce, Roger Solum, and Jorgenson. Ashley Biggar, Justin Borns, and Greg Fargen were absent. County members present were Chairperson Chad Ford, Mike Bartley, Kyle VanderWal, Dale Storhaug, Randy Jensen, Darrel Kleinjan, Neal Trooien, Michael McHugh, and Roger Erickson. Absent were Brian Gatzke and Spencar Diedrich. Also present were Community Development Director Mike Struck, City Planner Ryan Miller, County Development Deputy Director Richard Haugen, and Luke Muller -First District Association of Local Governments. Item #1— Roll Call Item #2 — (Solum/Mills) Motion by the City Planning Commission to approve the agenda. All present voted aye. MOTION CARRIED (Bartley/VanderWal) Motion by the County Planning Commission to approve the agenda. All present voted aye. MOTION CARRIED. Item 93a — Discussion and review on updating the Joint Jurisdiction Zoning Ordinance Draft. City members present were Tanner Aiken, James Drew, Jacob Mills, Lee Ann Pierce, Roger Solum, and Jorgenson. Ashley Biggar, Justin Borns, and Greg Fargen were absent. Item 93a — Muller explained what had been discussed regarding the Administrative Section of the JJ Ordinance. There would be a "Joint Jurisdiction Board of Adjustment" that would review Conditional Uses and variances for Ag zoned requests. The County would provide a County Commissioner and 2 County Planning Commission members and the City Planning Commission would provide 2 members and one City Council member to create this new "Joint Jurisdiction Board of Adjustment." Bartley doesn't like the idea of having a 3:3 split for this new board. Muller stated that the formation of this board will need to be discussed again at the next meeting and a decision on how many members there should be. First District staff performed a survey of the land uses to show what is existing. Muller displayed and briefly explained the maps that were produced from the survey. Muller also explained what had previously been discussed regarding the District Regulations, Small Lot Residential Zoning, CAFO Development, Mining, and Aquifer Protection. A meeting schedule of what will be discussed at future meetings was presented. Next scheduled meeting of the City and County Joint Planning Commission will be November 2, 2021.
