Meeting Minutes
Brookings Public Arts Commission
Thursday, July 22, 2021 12:00 PM City/County Building, Rm 241
1. Call to Order and Verbal Roll Call Members present: Darla Biel, Jean Jostad, Kate Treiber, Jamison
Lamp, Taylor McKeown, Linda Purrington. Others present: Betty Beer, Dusty Rodiek, Ashley
Ragsdale, and Matthew Weiss (designArc Group).
2. Approval of Agenda Motion by Jean Jostad to approve agenda as distributed. Seconded by Linda
Purrington. Approved unanimously.
3. Approval of Minutes Motion by Darla Biel to approve 4/1/2021 minutes as submitted. Seconded by
Linda Purrington. Approved unanimously.
4. Old Business:
A. Conditions/Maintenance Report and Recommendations Update Taylor McKeown reported
that Artisan Concrete is scheduled to complete repairs on the Sanctuary sculpture in Larson Park
in August.
B. Bob Shelden Capital Improvement Project – Arts Opportunity Update Darla Biel reported
installation of the work is delayed to October due to a delay with acquiring supplies.
C. Collaborative Opportunities with Brookings Arts Council:
1. NEA Our Town Grant Update: Application not approved. The program suggested that
we apply again in one to two years.
D. Other Projects or Opportunities:
1. Harmony Park Musical Sculptures – Rotary District 5610 Grant Update Ashley Ragsdale
reported that opening celebrations will occur in September or October.
2. Light Pole Banners Idea tabled until the next meeting.
3. City/County Building Collection The commission discussed assigning a fixed annual
allowance for acquisitions for the City/County Building. Tabled until next meeting.
5. New Business:
A. “Sanctuary” by Michael Warrick additional repairs: Taylor McKeown reported that Artisan
Concrete suggested additional cleaning and resealing of the “table” element of the Sanctuary
sculpture. Requested additional $875.00. Motioned by Darla Biel to approve. Seconded by
Jamison Lamp. Approved unanimously.
B. Poet Laureate Poetry Walk: Betty Beer and designArc Group submitted an application to PAC
for installation of seven metal plaques, each inscribed with a single poem by a distinct South
Dakota Poet Laureate. The plaques are designed to be permanently installed against the
inside of the existing concrete planters in Downtown Brookings. Dusty Rodiek recommended
that the applicant follow up with City Engineering and Public Works and verify cost of
installation.
6. Correspondence/Announcements/Calendar
A. Next Meeting: October 21 at Noon
7. Adjournment Motion by Jamison Lamp to adjourn. Darla Biel seconded. Meeting adjourned at
1:00 p.m.
