October 4, 2018
OFFICL4L MINUTES
1. Call to Order — Dr. Merritt Warren called the Board of Health meeting to order on
Thursday, October 4, 2018 at 6:30 p.m.
Committee Members present: Dr. Merritt Warren, Roberta Wagner, Trish
Matson-Buus, Robert Brotsky, Albert Patin, Paul Irwin, and Mike Bartley
Committee Members absent: Robert McGrath and Dr. Shelly Brandenburger
Others present: City Manager Paul Briseno and Director Todd Langland
2. Approve Agenda: (Matson-Buus/Brotsky) Motion to approve agenda.
All present voted aye. MOTION CARRIED.
3. Approval of Minutes: (Matson-Buus/Patin) Motion to approve minutes for the
June 14, 2018 Minutes. All present voted aye. MOTION CARRIED.
4. CIP Recap 2019: The Capital Improvement Plan for the Landfill and
Collection was approved by the City Council at the September meeting. The
landfill has one item, which is the development of a Citizen Campus to
provide a safe area for the residents to dump their tree and compost
material. The Collection has one item, which is the replacement of an
automated truck. The existing truck will stay in the fleet as a backup.
5. Solid Waste Conference: Jody and I attended the Fall Solid Waste
Conference in Pierre. The main topics were single stream recycling and
some contamination issue that are affecting it, the recycling of Ag. Covering
and seed bags and debris management for landfills.
6. Cell Construction 2020: Director Langland had a meeting in July with Burns and
McDonnell to start the design process for the new cell in 2020.The outline is to have
the plan finished and submitted to the DENR for approval in the summer of 2019.
Once approved we would bid the project in late 2019 and construction would start in
the spring of 2020.
7. Other Items & Reports: Board member Bartley ask that I research the ordinance
for the Board of Health to verify if a county commissioner is required to be on the
Board.
8. Next meeting date: The next meeting will be October 2019
