The Brookings City Council held a Study Session on Tuesday, October 19, 2021 at 5:30
PM, at the Brookings City & County Government Center Chambers with the following
City Council members present: Mayor Oepke Niemeyer; City Council Members Nick
Wendell, Joey Collins, Leah Brink, Wayne Avery, and Holly Tilton Byrne. Absent:
Council Member Patty Bacon. City Attorney Steve Britzman, City Manager Paul
Briseno, and City Clerk Bonnie Foster were also present.
Action to approve the agenda. A motion was made by Council Member Brink,
seconded by Council Member Collins, that the agenda be approved. The motion
carried by the following vote: Yes: 5 - Niemeyer, Brink, Wendell, Tilton Byrne, and
Collins. Absent: 2 - Bacon and Wendell.
(Council Member Wendell arrived at 5:38 p.m.)
Park Master Plan. Leon Younger, President of PROS Consulting, William Younger,
Principal PROS Consulting, and Lyle Pudwill, Associate with Confluence (Sioux Falls)
presented a summary of findings and recommendations contained within the final
version of the Parks Master Plan. Public Comment: Doug Smith, Erica Saunders, and
Harry Mansheim.
2022 Outside Agency Funding. City Manager Paul Briseno provided an update on
2022 City Funding and a partnership with United Way to ensure funding is dedicated to
the greatest need in Brookings. The United Way will make their recommendations for
Council action in January or February 2022.
A motion was made by Council Member Avery, seconded by Council Member Collins,
that the following be representative of the City Council's prioritized areas for outside
agency funding: affordable housing, youth development, diversity, government
stewardship, health, safety, and transportation/transit. (These are not listed in ranking
order.) The motion carried by the following vote: Yes: 6 - Niemeyer, Brink, Wendell,
Tilton Byrne, Collins, and Avery; Absent: 1 - Bacon.
Adiourn. A motion was made by Council Member Tilton Byrne, seconded by Council
Member Brink, that this meeting be adjourned at 6:32 p.m. The motion ^arried by an
