HomeMy WebLinkAbout2021_02_23 CC Minutes473 Brookings City Council February 23, 2021 The Brookings City Council held a meeting on Tuesday, February 23, 2021 at 6:00 PM, at the City & County Government Building Chambers with the following City Council members present: Mayor Keith Corbett, Council Members Patty Bacon, Leah Brink, Joey Collins, Oepke Niemeyer, Holly Tilton Byrne, and Nick Wendell. City Attorney Steve Britzman, City Manager Paul Briseno, and City Clerk Bonnie Foster were also present. 6:00 PM REGULAR MEETING Consent Agenda. A motion was made by Council Member Wendell, seconded by Council Member Collins, to approve the Consent Agenda. The motion carried by the following vote: Yes: 6 - Corbett, Niemeyer, Brink, Bacon, Wendell, and Collins; Absent: 1 —Tilton Byrne. 3.A. Action to approve the agenda. 3.B. Action to approve the February 9, 2021 City Council Minutes. 3.C. Action to abate property taxes in the amount of $2,372.50 for Parcel #40120-00100-017-00, also known as 659 Faculty Drive located on Lot 17, College Addition, owned by the City of Brookings. 3.D. Action to abate property taxes in the amount of $7.50 for Parcel #40627- 00300-001-00, also known as the median island on Rio Grande Avenue, owned by the City of Brookings. 3.E. Action to abate property taxes in the amount of $7.50 for Parcel #40627- 00300-009-00, also known as the median island on Cumberland Court, owned by the City of Brookings. SDSU Student Association Report Sarah Cook, SDSU Students Association Finance Chair, provided an update on SDSU happenings to the City Council and public. Council Member Tilton Byrne joined the meeting at 6:03 p.m. Open Forum. Bradley Walker expressed concerns regarding the current COVID-19 numbers and when the City is going to begin to lift guidelines. Resolution 21-015. A motion was made by Council Member Brink, seconded by Council Member Wendell, that Resolution 21-015, a Resolution Awarding Bids on 2021- 07ST1 Freight On Board Asphalt Material, be approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins. Resolution 21-015 - Resolution Awarding Bids on Project 2021-07STI Freight on Board Asphalt Material Whereas, the City of Brookings opened bids for Project 2021-07STI Freight On Board Asphalt Material on Tuesday, February 16, 2021 at 1:30 pm at the Brookings City and County Government Center; and Whereas, the City of Brookings has received the following bid: Bowes Construction Co., Inc.: $74,337.50. Now, Therefore, Be It Resolved that the total low bid of $74,337.50 for Bowes Construction Co., Inc., Brookings, SD be accepted. Resolution 21-016. A motion was made by Council Member Collins, seconded by Council Member Brink, that Resolution 21-016, a Resolution Awarding Bids on 2021- 06ST1 Chip Seal Project, be approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins. Resolution 21-016 - Resolution Awarding Bids on 2021-06STI Chip Seal Project Whereas, the City of Brookings opened bids for 2021-06STI Chip Seal Project on 474 Tuesday, February 16, 2021 at 1:30 pm at the Brookings City and County Government Center; and Whereas, the City of Brookings has received the following bids for Project 2021-06STI Chip Seal Project: Topkote, Inc. - $290,129.40; Bituminous Paving, Inc. - $318,841.00 and The Road Guy Construction Co., Inc. - $346,291.00. Now, Therefore, Be It Resolved that the low bid of $290,129.40 for Topkote, Inc. be accepted. Resolution 21-017. A motion was made by Council Member Wendell, seconded by Council Member Niemeyer, that Resolution 21-017, a Resolution Awarding Bids on 2021-03STI Jefferson Avenue Drainage Improvements Project, be approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins. Resolution 21-017 - Resolution Awarding Bids on 2021-03STI Jefferson Avenue Drainage Improvement Project Whereas, the City of Brookings opened bids for 2021-03STI, Jefferson Avenue Drainage Improvement Project on Tuesday, February 16, 2021 at 1:30 pm at the Brookings City & County Government Center; and Whereas, the City of Brookings has received the following bids for 2021-03ST1, Jefferson Avenue Drainage Improvement Project: Bowes Construction, Inc. - $1,033,549.50, DeBoer Construction - $1,039,911.32, Duininck, Inc. - $1,079,849.90, First Rate Excavate, Inc. - $1,213,978.00. Now, Therefore, Be It Resolved that the total low bid of $1,033,549.50 from Bowes Construction, Inc. be accepted contingent upon South Dakota Department of Environment and Natural Resources approval. Resolution 21-018. A motion was made by Council Member Brink, seconded by Council Member Wendell, that Resolution 21-018, a Resolution authorizing the purchase of a Dell VxRail Hyperconvergence Datacenter Appliance from NASPO Contract #16820 through CDW-G, be approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins. Resolution 21-018 - Resolution Approving the Purchase of a Dell VxRail Appliance Whereas, the Information Technology Department requests action to purchase a Dell VxRail Hyperconvergence Datacenter Appliance from NASPO Contract #16820 through CDW-G; and Whereas, the new Dell VxRail Appliance will replace the existing aging server and SAN infrastructure in City Hall and the Brookings Police Department, and will result in cost savings and energy savings; and Whereas, the 2021 IT Department has a budget amount of $67,500 for new server infrastructure equipment, and the total price of the appliance is less than that amount. Now, Therefore, Be It Resolved that the City contract with CDW-G in the amount of $63,860.55 be accepted. FIRST READING — Ordinance 21-003. An introduction and first reading was held on Ordinance 21-003, an Ordinance Amending Division 3 of Article V, Chapter 2 of the Code of Ordinances of the City of Brookings, and pertaining to the Brookings Disability Awareness Committee. Second Reading: March 9, 2021. FIRST READING — Ordinance 21-005. An introduction and first reading was held on Ordinance 21-005, an Ordinance Authorizing Supplemental Appropriation No. 2 to the 2021 Budget. Second Reading: March 9, 2021. 475 Ordinance 21-004. A public hearing was held on Ordinance 21-004, an Ordinance revising Division 3 of Chapter 82 of the Code of Ordinances of the City of Brookings and Pertaining to Speed Zones in the City of Brookings, South Dakota. A motion was made by Council Member Niemeyer, seconded by Council Member Brink, that Ordinance 21-004 be approved. The motion failed by the following vote: Yes: 3 - Corbett, Niemeyer, and Brink No: 4 - Bacon, Wendell, Tilton Byrne, and Collins. Preliminary Plat. A motion was made by Council Member Niemeyer, seconded by Council Member Collins, that a revised Preliminary Plat for Lots 1-4, Block 18, Prairie Hills Addition be approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins. City of Brookings Progress Report Jacob Meshke, Assistant City Manager, provided a progress report highlighting the City's activities and projects to the City Council and public. COVID-19 Update. City Manager Paul Briseno provided an update on COVID-19 to the City Council and public. Adiourn.
